NSAA Board of Directors Meeting Minutes - December 11, 2024

The NSAA Board of Directors met on December 11, 2024 at the Divots Conference Center in Norfolk with the following members present:

Also in attendance: Dr. Zainab Rida, Nebraska Department of Education liaison (via Zoom); Bobby Truhe, NSAA Legal Counsel; Brent Williamson, Activities Director, Harvard; Kurt Finkey, Activities Director/Principal, Giltner; Emma Kennedy, NSAA Student Advisory Committee Member.

The meeting was called to order at 8:30 a.m.

1. Motion was made to approve the Consent Agenda. Items on the Consent Agenda included:
  • Approval of the Agenda as amended
  • Approval of the Minutes of the November 6, 2024 Board of Directors meeting
  • Approval of the Financial Statements

  • Approval of the following new cooperative sponsorships for the 2024-25 and 2025-26 school years:
    • Platteview and Louisville for Girls Soccer
    • Auburn and Humboldt-Table Rock-Steinauer for Baseball and Girls Soccer
  • Approval of the following cooperative sponsorship renewals for the 2025-26 and 2026-27 school years
    • Arapahoe and Cambridge for Unified Bowling
    • Hartington-Newcastle and Hartington Cedar Catholic for Boys Cross Country, Girls Cross Country and Girls Golf
    • Columbus and Columbus Scotus for Boys Tennis and Softball
    • Sargent and Loup County for Volleyball, Boys Cross Country and Girls Cross Country
    • David City, East Butler and Shelby/Rising City for Softball
    • Humphrey and Lindsay Academy for Volleyball
    • Twin River, Humphrey and Lindsay Academy for Softball
Motion Carried: 8-0

2. The Board heard a request from Harvard and Giltner to form a mid-cylcle co-op in Football for the 2025 season

3. It was moved to select Sandhills Global Youth Complex and Bowlin Stadium, both located in Lincoln, as the sites for the State Softball Championships in 2025 and 2026. Motion failed due to lack of a second.

4. Moved to select the Bill Smith Softball Complex in Hastings and Bowlin Stadium in Lincoln as the sites for the State Softball Championships in 2025 and 2026. Motion Carried: 5-3 (For: McDonald, Wemhoff, Lee, Cerny, Drews | Against: Graham, Tobey, Unzicker)

5. At 9:36 a.m. the Board heard an appeal from Auburn High School, regarding the eligibility of Creighton Keeling.

6. The hearing adjourned at 9:43 a.m.

7. A motion was made to grant Papillion-LaVista and Papillion-LaVista South's request for a waiver of Approved Ruling 3.11.1-3.11.13, allowing their divers to practice in the same facility at the same time as another member school. Motion Carried: 8-0

8. The Board discussed the legislative proposals that advanced to the January District Meetings.

9. Moved to approve the Nebraska Department of Education Enrollment Numbers for the 2025-2026 school year. Motion Carried: 8-0

10. Moved to enter into executive session at 11:43 a.m.

11. Moved to exit executive session at 12:21 p.m.

12. Moved to deny the mid-cycle football co-op request by Harvard and Giltner High Schools. Motion Carried: 7-1 (For: Graham, McDonald, Wemhoff, Lee, Tobey, Drews, Unzicker | Against: Cerny)

13. In the matter of the Auburn hearing, it was moved that the eligibility of Creighton Keeling shall be based on the domicile of the mother. Motion Carried: 6-2 (For: Graham, McDonald, Lee, Tobey, Drews, Unzicker | Against: Wemhoff, Cerny)

14. The Board heard a report from Emma Kennedy from Ainsworth High School, a member of the NSAA Student Advisory Committee.

15. NSAA Staff reports included the following informational items:
  • Member schools were sent information regarding the State Wrestling Ticket Request Form.

  • The NSAA is now using Constant Contact to send mass emails to member schools, officials and media

  • The Bowling RFP will be open in February 2025, with proposals being discussed in March

  • December 15th is the deadline for member school administrators to submit their climate survey responses
There being no further business, the meeting was adjourned at 12:28 p.m.

The next meeting of the NSAA Board of Directors will be January 23, 2025 at the NSAA Office in Lincoln.

Wrestling Rules Changes for 2024-2025

NFHS rule changes for the 2024-2025 wrestling season

2-1-3, 2-1-4, 5-24-1, 6-5-1, 6-6-6, 7-6-1
The 10-foot circle in the center of the wrestling area is now optional. Wrestlers will continue to be encouraged to keep action in the center of the wrestling area.

Rationale: The starting lines of each mat indicate the center of the mat, and the 10-foot circle is not relevant or necessary for awarding scoring or penalizing wrestlers during competition. With the new mat designs that have a large mascot or logos, it gives a refreshing look to the wrestling mats. Wrestlers and officials know where the center of the mat is located without the 10-foot circle.

Redefines how near-fall points are awarded by equating the number of seconds in which near-fall criteria are met to the number of points awarded. An offensive wrestler now earns two points for two seconds, three points for three seconds, and four points for four seconds. Additionally, points awarded related to the defensive wrestler becoming injured and bleeding were also modified. As a result, the scoring symbols for near-fall points have been amended.

Rationale: The goal is wrestling is to pin the opponent. Changing the near-fall points awarded should motivate wrestlers to work for a fall and simplify the points awarded based on how long the wrestler is held in near-fall criteria.
