Flopping Addressed in 2024-25 High School Basketball Rules Changes

A new definition and subsequent warning for faking being fouled (flopping) has been added to the NFHS Basketball Rules Book for the 2024-2025 season.

This revision to high school basketball rules was one of 12 changes approved by the NFHS Basketball Rules Committee at its April 9-11 meeting in Indianapolis. All recommended changes were subsequently approved by the NFHS Board of Directors.

"The committee approved changes addressing a variety of different areas," said Lindsey Atkinson, NFHS Director of Sports. "Maintaining a focus on player safety, fairness, balance and rules that officials can effectively adjudicate continue to be the focus of the committee."

Faking being fouled is defined in Rule 4-49-1 as when a player simulates being fouled or makes theatrical or exaggerated movements when there is no illegal contact. Examples include, but are not limited to, embellishing the impact of incidental contact on block/charge plays or field goal attempts, using a "head bob" to simulate illegal contact and using any tactic to create an opinion of being fouled to gain an advantage.

The new language also establishes a procedure for officials to issue a team warning on the first instance of faking being fouled. The warning is recorded in the scorebook and reported to the head coach. Any additional instances will result in a team technical foul and not a player technical foul, which was previously the case.

"(The committee) is hoping to get those dishonest acts out of the game," said Billy Strickland, the executive director of the Alaska School Activities Association and chair of the Basketball Rules Committee.

A change to Rule 3-4-4a removes the restriction of only lettering being allowed on the front of the jersey. If a logo or mascot is displayed on the front, it must be centered directly above the number in place of identifying names. This change does not require schools to purchase new uniforms and may allow some schools to wear current uniforms that were previously not permitted.

A new note to Rule 9-10-1a and edit to Rule 4-10 allows states that utilize a 35-second shot clock to choose to eliminate the five-second closely-guarded provision while a player dribbles the ball. The closely guarded rule remains in effect while a player holds the ball regardless of whether or not a state utilizes a shot clock.

Other rule changes approved by the committee include the following:

- Rule 1-19 clarifies that the use of electronic devices during the game must be limited to recording and tracking stats, reviewing plays or similar contest-related functions. The use of electronic devices for voice or video recording is prohibited.

- Rule 2-11-11 notes that if multiple scorers are at the scorer's bench, the scorer(s) that is not official is responsible for comparing records with the official scorer, who then would notify a referee immediately of a discrepancy. This allows the official scorer to remain focused on game play and places the responsibility of comparing scoring information on auxiliary scorers.

- Rule 3-3-6 states that if bench personnel are beckoned to attend to an injured player, whether they enter the court or not, the player is subject to removal from the game unless the coach requests a time-out

- If a player is bleeding or has blood on the uniform, Rule 3-3-7 now allows the player to remain in the game if the issue can be resolved in 20 seconds.

- A new exception to Rule 4-6-1 involving basket interference allows for the net to be contacted and play continue if the official determines the contact to not affect the try for a goal.

- A collection of changes to Rules 4-47-5, 10-2-1g and 10-4-5 allows officials to issue a team warning for delay of game when a ball is not immediately passed to an official when a whistle sounds. Any subsequent violations now result in a team technical foul instead of a player technical foul.

- Rule 7-1-1 establishes that a player cannot be assisted by a team member or bench personnel outside the boundary line to remain inbounds

- Pregame violations were addressed in a series of changes in Rule 10. If both teams violate provisions listed in Rules 10-1-1, 10-1-2, and 10-2-7 in equal numbers, the penalties offset, and no free throws are awarded. Additionally, the head coach would not lose the privilege of the coaching box. Similarly, the penalty for dunking or attempting to dunk a dead ball in Rule 10-2-7 no longer requires the coach to lose coaching box privileges and no personal foul is assessed as it is now a team technical foul and not a bench technical.

*158 Teams played 8-Man football in 1963 and here is how the Final Omaha World-Herald 8-Man Football rating looked according to Gregg McBride.

There were two 8-Man sections used for ratings purposes once again, a Class A set of rankings which included teams from Class C-2 playing the 8-Man game and a Class B section which included the remaining schools in Nebraska fielding an 8-Man team.

Mr. McBride then combined the two for an Overall 8-Man Top Ten which included the Cream of the Crop from both “A” and “B”.

If you like to golf...

Ran across a fundraiser it looks like Mullen is running for their football and volleyball teams. They are auctioning off golf packages to Sand Hills, Dismal River Club, Prairie Club and Landmand along with a bunch of other stuff. Just thought I'd throw it on here if there are any golf enthusiasts on here. Its tough to get on these courses. Near impossible for Sand Hills. Definitely a couple things I'm gonna keep my eye one on there.

Nebraska High School Sports Hall of Fame - Class of 2024 Announced

The Class of 2024 for the Nebraska High School Sports Hall of Fame has been announced. This year's class 12 athletes, five coaches, one contributor and one official. The class will be enshrined on September 29, 2024 at Lincoln East High School.

ATHLETES

Kimera Bartee, Omaha Central (1990)

Was the first Central graduate to play Major League Baseball. A speedy outfielder/second baseman, he batted .455 and stole 24 bases while making the All-Nebraska team as a senior. He played as a freshman on Creighton's 1991 College World Series team, was All-Missouri Valley Conference Second Team as a sophomore and spent six years in the major leagues.

Casey Beran, Sargent (1995)
A three-sport star who was all-state in football, he averaged a double-double in basketball and set the school record in the shot put. At Chadron State, Beran was a two-time NCAA Division II All-American defensive end and conference defensive player of the year.

Jackie Brandt, Omaha Benson (1952)
Before winning a Gold Glove playing outfield for the San Francisco Giants, he was second in Intercity League scoring for the Bunnies' football team, a four-year basketball and baseball letter winner, making the All-Intercity team in baseball and was also a hurdler in track. His 12-year career in the major leagues included a spot on the 1961 American League All-Star team.

Reshea Bristol, Omaha Bryan (1996)
Twice named All-Nebraska, she led Bryan to three state basketball tournaments and a state runner-up finish. Also lettered in soccer and track. She was an All-Pac-10 selection at Arizona, setting the program record for steals and finished fifth in career scoring (1,260 points). She had an 11-year professional career in seven countries.

K.K. Houser, Lincoln Southeast (2009)
After a career that included a state title and two All-Nebraska basketball selections, three gold medals in track and Class A second-team all-state honors in softball, she was an All-Big Ten guard at Purdue whose career totals surpassed 1,000 points, 400 assists and 200 steals. She played seven years of pro basketball overseas.

Susan Johnson Hood, North Platte (1987)
An NCAA Division II All-America pitcher at Nebraska-Kearney, she was a three-sport standout at North Platte before softball was a sanctioned sport in high school. She was a three-year starter in volleyball and basketball and a state qualifier in track.

Jennifer Kocsis Frees, Omaha Marian (2006)
One of Nebraska's most decorated swimmers won seven individual golds and seven relay golds out of a possible 16 on four state champion teams and set the state record in the 500-yard freestyle. In college, she earned All-Big Ten honors at Northwestern.

Gina Mancuso-Prososki, Papillion-LaVista (2009)
A three-time All-Nebraska pick, was the 2008 Gatorade National Player of the Year in volleyball and led the Monarchs to the 2008 Class A state championship. She was an All-American in volleyball at Nebraska and her pro career continues today with the Omaha Supernovas.

Quentin Neujahr, Centennial (1989)
The four-year letterman in football, wrestling and track won two state wrestling titles and was All-Nebraska in football. At Kansas State, he started 45 consecutive games at center, earning All-Big Eight and All-America honors before a six-year NFL career.

Dale Ribble, Millard South (1989)
The three-year starter led the Patriots to back-to-back state basketball championships as a junior and senior and was a two-year starting first baseman. In four years and 107 games at Southwest Missouri State, the Bears basketball team made two NCAA Tournament and two NIT appearances.

Mark Traynowicz, Bellevue West (1980)
The All-Nebraska lineman was a state heavyweight wrestling champion and a three-year state qualifier in track. He was an All-America center at Nebraska and received the NCAA's top five student-athlete award. After being the first pick of the second round of the 1984 NFL Draft, he played six years, mostly with the Buffalo Bills.

Tim Wurth, Omaha Burke (1976)
Wurth set Metro Conference scoring records in an All-Nebraska senior season in football and was Metro batting champion as a junior, when Burke won the state baseball title. At NU, he broke the freshman rushing record before earning three varsity letters at I-back.

COACHES

Doug Goltz, Falls City Sacred Heart

Since 1987, his teams in football, boys basketball and boys and girls track have produced 30 state championships. The only coach in boys basketball with more than 700 wins, including an 11-0 record n state finals, he also has 341 wins in football.

Dave Oman, Grand Island
In a 51-year basketball coaching career that took him to seven public schools, the 2002 World-Herald Coach of the Year racked up 583 wins and Class A state championships at Grand Island and Norfolk -- the last two title teams not from Lincoln or the Metro Conference.

Fred Petito, Millard North
In 41 years coaching football at Millard North and two at Omaha Cathedral, he amassed 285 victories and five Class A championships. He devised a run-oriented offense that became his signature and produced Heisman Trophy-winning quarterback Eric Crouch.

Mimi Ramsbottom, Elkhorn South
In a career that includes 27 Top-10 state meet finishes, she steered the Elkhorn South girls golf team to 15 consecutive conference championships from 2003 to 2017 with four state championships and two runner-up finishes in that run.

Mark Watt, Lincoln Southwest
Starting the school's softball program, he coached the Silver Hawks to 15 state tournaments, four state championships and four runner-up finishes. He retired with a Nebraska-best 579 career victories.

A coach and athletic director at Louisville and Fremont, Fitzgerald was active in the national and Nebraska School Interscholastic Athletic Administrators Association, the Nebraska School Activities Association, the Nebraska Coaches Association and their governing boards.

A basketball official for 39 years and a football referee for 26 seasons, he was selected to work the finals in all 20 state basketball tournaments he officiated. He refereed five state football finals. After retiring, he continues to work as an evaluator and mentor.
