Do the district final matches count in wild card standings? If so, with as many B and C teams that North Platte plays, could a team jump them for the 8 seed (wild card)?

I think the finals matches count for power points for state seeding.
 
C1 & C2 if teams are within 120 miles, the higher seed hosts. Further than 120 miles, neutral site. I'm assuming D1 & D2 did not adopt that rule.

When the proposals went through last year, multiple districts had similar proposals...evidently the one that made it through only had the verbiage specific for Class C. This honestly caught me off guard, I thought high-seed hosted Sub-districts and District Finals (if under 120 miles) were for both C and D. But that obviously isn't the case.

Basketball will see the same difference between C and D.
