District / Sub-District seeding timeline

Does anyone know when the seeds "lock" for boys and girls bb in the various classes? Thanks in advance.
Additionally (And I'm pretty sure I've asked this before...) are the lower class sub district and goofy "District" games counted for District Round and State Tournament?
 
From page 11 of the manual:

6. Seeding Dates.
Subs Classes C1, C2, D1, D2 Girls --February 9, 2023 (games through Feb. 7)
Subs Classes C1, C2, D1, D2 Boys --February 14, 2023 (games through Feb. 11)
Subs Class B Girls --February 17, 2023 (games through Feb. 14)
Class A Girls (Assign & Seed) --February 17, 2023 (games through Feb. 16)
Subs Class B Boys --February 20, 2023 (games through Feb. 18)
Class A Boys (Assign & Seed) --February 21, 2023 (games through Feb. 20)
Class B Girls District Finals --February 23, 2023 (or day after all B subs completed)
Class B Boys District Finals --February 25, 2023 (or day after all B subs completed)
Girls State Championships (all classes) –February 25, 2023
Boys State Championships (all classes) --March 1, 2023

Boys Class D2-3 sub-district is a prime example of why the system needs a major overhaul. Osceola will end up 20-2 and playing a 16-6 Humphrey St. Francis team in the first round on the road. Parkview hosts and will play most likely a 17-6 Nebraska Lutheran team. Parkview gym holds 200 people at most. There won't even be room for grandparents to see the game in person, let alone a student section. The kids deserve better.

I think D-1 10 is a better example. The top 3 wildcard teams and the #8 in points all in the same sub is ridiculous. South Loup could be the # 8 seed overall and will play as the 4 seed at 17-3 in the Bunny Bracket game! That is absurd.

I hadn't looked at D1 yet but that is a huge injustice to those teams. Should never happen.
 
I would argue this is why we have a multi-stage postseason: subs are regional to minimize travel, there are wild cards to qualify for the district final, and then win or go home to make and advance at state.

It's a vast improvement over the previous system.
If they want to minimize travel via regions then the wildcards should be limited per-region. Strength of schedule should matter and you shouldn't get 75% of the wildcards going to one sub-district based on power points alone. South Loup played 5 opponents with +.500 records this year (2 of them twice). It is VERY likely they will take a wildcard from a team that played a more difficult schedule.

What about having 4 Pods of 16 team brackets (Wont have full 16 in any bracket) D1-D2-D3 together D-4 D-5 D-6 Together. Honestly I feel like distance is just an easy excuse. I have a What if Bracket made up for this scenario as well as a reseeded 16 team "district final" bracket. Then could re-seed again for state. It really isn't that difficult. Granted I haven't looked it over for distance but have all first round games get played on a Friday instead of the Boy's only varsity game day or the following Saturday if distance is a concern. Doesn't seem to be in Football now.

That is insane. You can't limit wildcards to regions. It sucks South Loup got a bad draw. But they don't have another logical option geographically.

Elm Creek has every right to be upset. They should be in D1-9 instead of Bertrand. Bertrand is a few miles closer to NP. Elm Creek has beat every team in D1-9 already.

Seed subs the last Monday in January, use points and geography and some of this can work itself out.
