The NSAA Board of Directors met on August 19, 2020 at the NSAA Office in Lincoln with members present as follows:

District I - Kathi Wieskamp, Lincoln Public Schools
District I - Dana Wiseman, Sutton
District II - Dr. Bob Reznicek, Boys Town
District II - Thomas Lee, Omaha Northwest
District III - Dr. Jon Cerny, Bancroft-Rosalie
District IV - Dan Keyser, Sutherland
District V - Robert Drews, Holdrege
District VI - Dr. Troy Unzicker, Alliance
Also in attendance were Kim Snyder, Nebraska Department of Education liaison; Rex Schultze, NSAA Legal Counsel; and Alan Hauschild, parent.

The meeting was called to order at 8:30 a.m.

1. The Board moved to approve the Consent Agenda. Items on the Consent Agenda included:

- approval of the meeting Agenda as presented;
- approval of the Minutes of the Music Advisory Committee meeting;
- approval of the Minutes of the June 29th and August 3rd Board of Directors meetings;
- approval of Financial Statements
- approval of the following new cooperative sponsorships for the 2020-21 and 2021-22 school years:
- Lincoln Lutheran and Parkview Christian High Schools for Wrestling
- Callaway and Arnold High Schools for Unified Sports, Bowling
- Omaha Concordia and Omaha Christian Academy for Boys Soccer​

- approval for the following cooperative sponsorship renewals for the 2020-21 and 2021-22 school years:
- Norfolk, Norfolk Catholic and Lutheran High Northeast High Schools for Softball
- Bellevue East and Platteview High Schools for Boys Swimming and Girls Swimming
- Pender, Bancroft-Rosalie, Emerson-Hubbard, and Lyons-Decatur Northeast High Schools for Baseball
- Lincoln Lutheran and Raymond Central High Schools for Boys Soccer and Girls Soccer​

- approval of the dissolution of the cooperative sponsorship for the 2020-21 school year for:
- Madison, Humphrey and Lindsay Holy Family High Schools for Softball​
Motion Carried: 8-0

2. The Board was provided Conflict of Interest forms for their signatures

3. Was moved to allow Executive Director Jay Bellar and Associate Director Jennifer Schwartz to sign al documents and financial statements and reports relating to operations, investments, expenditures and receipts of the NSAA. Motion Carried: 8-0

4. Moved to approve the 2020 Fall Activity Manuals and the 2020-21 Media Manual. Motion Carried: 8-0

5. Moved to approve the 2020-21 Board of Directors Policy Manual. Motion Carried: 8-0

6. Moved to allow Holdrege High School to opt-up to Class B in Volleyball for the 2020 season. Motion Carried: 8-0

7. Moved to allow Omaha Marian High School to opt-up to Class AA in Music for the 2020-21 school year. Motion Carried: 8-0

8. The Board discussed the proposed 2020-21 NSAA Budget. The budget will be presented for adoption at the September Board meeting.

9. The Board discussed the 2020-21 NSAA Bowling Manual.

10. Moved to increase the price of NSAA Championship souvenir programs to $5.00. Motion Carried: 8-0

11. The Board went into closed session at 10:02 a.m. to hear appeals of domicile transfer hardships from Columbus Lakeview High School, Millard West High School and Omaha Westside High School.

12. Moved to enter executive session at 11:39 a.m. to protect the interest of the public and to prevent the needless injury to the reputation of individual(s). Motion Carried: 8-0

13. Moved to exit executive session at 12:00 p.m. Motion Carried: 8-0

14. The Board discussed the 2020 Fall Activities season.

15. Moved to uphold the Executive Director's denied hardship waiver for Columbus Lakeview High School. Motion Carried: 8-0

16. Moved to uphold the Executive Director's denied hardship waiver for Millard West High School. Motion Carried: 8-0

17. Moved to uphold the Executive Director's denied hardship waiver for Omaha Westside High School. Motion Carried: 8-0

There being no further business, the meeting was adjourned at 1:26 p.m.

The next meeting of the NSAA Board of Directors will be Thursday, September 17, 2020 at 8:30 a.m. at the NSAA Office in Lincoln.
 
Per an OWH recap of the meeting:

- the NSAA approved the start of fall seasons, with softball and girls golf contests able to start tomorrow, and the Week #0 football games to go ahead on Friday

- The NSAA discussed the situation of the Omaha Public Schools not having sports for at least the district's first quarter, which ends Oct. 16. Omaha Burke cross country parent Alan Hauschild voiced his concerns during the public comment portion of the meeting. The board's general sentiment was that participation decisions should be determined locally by the individual school districts.

Hauschild offered options for OPS students competing in low-contact sports such as girls golf, boys tennis and cross country to be allowed to compete. His three options: extending the deadline for cooperatives, consider allowing OPS runners to compete as unattached individuals in races, and offering a second Class A district date early during the week of the state meet on Oct. 23.
