NSAA Board Meeting Minutes - August 3, 2020

The NSAA Board of Directors met on August 3, 2020 via Zoom conference call with the following members present:

District I - Kathi Wieskamp, Lincoln Public Schools
District I - Dana Wiseman, Sutton
District II - Dr. Bob Reznicek, Boys Town
District II - Thomas Lee, Omaha Northwest
District III - Dr. Jon Cerny, Bancroft-Rosalie
District IV - Dan Keyser, Sutherland
District V - Robert Drews, Holdrege
District VI - Dr. Troy Unzicker, Alliance
Also in attendance were Kim Snyder, Nebraska Dept. of Education liaison; Rex Schultze, NSAA Legal Counsel.

The meeting was called to order at 9:00 a.m.

1. Moved to nominated Bob Reznicek as Chairperson and Dan Keyser as Vice Chairperson. Motion Carried: 7-0 (Abstain: Reznicek)

2. Board recognized the service of Mark Norvell and Jim Kent and welcomed new board members Dana Wiseman and Robert Drews.

3. Moved to approve the 2020 NSAA football season. The season will begin as scheduled and schools may delay the start of their season. Regular season games canceled due to COVID-19 are considered a "no contest", wildcard points will not be awarded and forfeits will not be issued. Schools have the authority to schedule a replacement game. Only the results of the regularly scheduled games will be used to calculate wildcard points. Decisions regarding the postseason will be made, as necessary. Motion Carried: 8-0

4. Moved to approve the 2020 NSAA volleyball season. Deadline to submit varsity schedules to the NSAA is extended to August 27, 2020. Regular season matches canceled due to COVID-19 are considered "no contest," wildcard points will not be awarded and forfeits will not be issued. Schools have the authority to schedule a replacement match but may not exceed contest limitations or competition points. Only the results of the regularly scheduled matches will be used to calculate wildcard points. Pre- and post-match handshakes are prohibited. Switching team benches/courts is at the discretion of the host school. Motion Carried: 8-0

5. Moved to approve the 2020 NSAA softball season. Deadline to submit varsity schedules to the NSAA is extended to August 20, 2020. Regular season games canceled due to COVID-19 are considered "no contest", wildcard points will not be awarded and forfeits will not be issued. Schools have the authority to schedule replacement games but may not exceed contest limitations. Only the results of regularly scheduled games will be used to calculate wildcard points. Motion Carried: 8-0

6. Moved to approve the 2020 NSAA cross country season. Class A districts will be held at two sites instead of the previously approved one site. Consideration should be given to the following: narrowest point of course should be widened to at least six feet, staggered/wave/intervals starts and an empty starting box of 6 feet between each team. Motion Carried: 8-0

7. It was moved to approve the 2020 NSAA girls golf season. Deadline to submit Class A schedules to the NSAA is extended to August 20, 2020. Regular season contests canceled due to COVID-19 may be replaced but will not be counted toward individual or team differential. Scoring monitors will not be used at districts and state. Scorecards will not be exchanged and will not be signed but verbally confirmed by the player. Motion Carried: 8-0

8. Moved to approve the 2020 NSAA boys tennis season. Use new tennis balls for each match when possible. Each respective team should have a designated area for teammates not playing that allows for physical distancing from other teams. Use racquet/foot to pick up tennis balls. Avoid using your hands to pick up the balls. Stay on your side of the court or use opposite sides of the court to change sides. Individuals should use the same bench for every break. Motion Carried: 8-0

9. Moved to waive all late fees for fall sports officials. Motion Carried: 8-0

10. The Board discussed the NSAA Transfer Bylaws.

11. The Board discussed the delay fall caches are having obtaining their certification from the Nebraska Department of Education (NDE). Superintendents need to apply for a conditional permit on the NDE Educator Certification website to have their coaches placed on a priority list.

12. Moved to grant the NSAA Executive Director the authority to make decisions regarding rules an regulations because of COVID-19 for the 2020-21 school year. Motion Carried: 8-0

There being no further business, the meeting adjourned at 11:11 a.m.

The next meeting of the NSAA Board of Directors will be Wednesday, August 19, 2020 at 8:30 a.m. at the NSAA Office in Lincoln.
