The NSAA Board of Directors met on Wednesday, December 7, 2016 at the Norfolk Lodge and Suites in Norfolk, Nebraska with members present as follows:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Rochelle Rohlfs, Omaha Marian
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Medicine Valley
District VI - Troy Unzicker, Alliance
Also in attendance were: Rex Schultze, NSAA Legal Counsel; Kim Snyder, Nebraska Department of Education; Ray Maxwell, West Point-Beemer High School; Steve Throne, Athletic Director, Millard South High School; Jason Herbolsheimer, parent; Andy Wane, Athletic Director, Omaha Northwest High School; Marcel Campbell, parent; Sarah Lowe, parent; Theodore Mayhue, parent; and Kelly Classen, NHSOA Executive Director.

The meeting was called to order at 8:00 a.m.

1. Ray Maxwell, wrestling coach at West Point-Beemer High School, addressed the Board during member school comment.

2. Moved to approve the Consent Agenda as presented. The Consent Agenda contained the following items: the Agenda of the meeting as presented/amended; the Minutes of the November 10, 2016 Board of Directors Meeting; the Minutes of the NSAA Media Advisory Committee Meeting; Financial Report; approval of cooperative sponsorship renewals for Omaha Roncalli Catholic and Omaha Duchesne High Schools for softball; Alma and Southern Valley High Schools for boys and girls cross country; Overton and Elm Creek High Schools for boys and girls cross country; Sargent and Loup County High Schools for volleyball and boys and girls cross country; Centura and Elba High Schools for wrestling; approval of the dissolution of the cooperative sponsorship for South Sioux City and Ponca High Schools for girls soccer. Motion Carried: 8-0

3. Millard South High School appeared before the Board to appeal a denied All-Star event waiver. Following a presentation of evidence, those representing the student provided clarifying information and answers to the Board members' questions.

4. Moved to approve the baseball pitch count approved ruling, beginning with the 2017 baseball season. Motion Carried: 8-0

5. The Board discussed adding a Unified Sport for the 2017-18 school year. The Board decided to continue the discussion and gather more information.

6. Moved to have the NSAA administer all phases of Six-Man Football, effective with the 2018-19 school year. Motion Carried: 8-0

7. Omaha Northwest High School appeared before the Board to appeal a denied transfer eligibility request. At the request of Omaha Northwest High School, it was moved to enter into closed session at 9:45 a.m. Motion Carried: 8-0

8. The Board exited closed session at 10:15 a.m.

9. The Board discussed the current reimbursement schedule to schools for state contests.

10. The Board discussed the role of the Middle-Level Representative on the district managing committee.

11. The Board discussed the January District Meetings including Board retreat topics, elections, and staff attendance.

12. The Board discussed the prospect of adding girls wrestling as an emerging sport and requiring all wrestling schools to pay a fee for the use of the Track Wrestling Management platform.

13. The Board discussed the NSAA Dual Wrestling State Championship format.

14. The Board discussed the NSAA's involvement in Student Council.

15. It was moved to enter into closed session at 12:03 p.m. to consider the appeals of Millard South and Omaha Northwest High Schools. Motion Carried 8-0.

16. It was moved to exit closed session at 12:46 p.m. Motion Carried: 8-0

17. In Open Session, the Board further addressed the All-Star wavier request of Kohl Herbolsheimer. It was moved to overturn the ruling of the Executive Director. Based on additional information presented by Millard South, it was determined that this event is not an all-star event for the following reasons: 1) Kohl paid to participate, (2) the event includes skill evaluation and development, and 3) a scrimmage would be held at the end of the event. Motion Carried: 7-1 (For: Norvell, Henrichs, Reznicek, Rohlfs, Bellar, Garey, Unzicker | Against: Keyser)

18. In Open Session the Board further addressed the transfer eligibility hearing of Derek Mayhue of Omaha Northwest High School. It was moved to uphold the Executive Director's ruling. Motion Carried: 8-0

There being no further business, the Board adjourned at 12:57 p.m.

The next meeting of the NSAA Board of Directors will be held on January 12, 2017 at 8:00 am. at the NSAA Office at 500 Charleston Street, Lincoln, Nebraska.
 
The second Unified Sport the NSAA is considering adding is believed to be Track & Field.

The NSAA is considering moving the State Dual Tournament Championships to the week before the State Individual Wrestling Tournament (it is currently the week after).

As far as the Baseball Pitch Count rule, the last proposal I saw was for the following:

- Pitchers would be limited to 85 pitches maximum in a single game
- 1-25 pitches thrown would require 1 day of rest before pitching again
- 26-35 pitches = 2 days rest
- 36-60 pitches = 3 days rest
- 61-85 pitches = 4 days rest

Once April 1 rolls around the pitch limit would be increased to 110, and would increase to 120 for District and State Tournaments
- 1-25 pitches = 0 days rest
- 26-35 pitches = 1 day rest
- 36-60 pitches = 2 days rest
- 61-85 pitches = 3 days rest
- 86-110 (120) pitches = 4 days rest​
 
I saw Elba and Centura got a wrestling co-op approved. I wonder if that's something that'll evolve into a full-on co-op with all sports included(?) Seemed like St. Paul was a little too big of a school for Elba to be co-oping with last time.
