The NSAA Board of Directors met December 9, 2015, at the Norfolk Lodge and Suites, Norfolk, NE, with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Sutherland
District VI - Troy Unzicker, Alliance

Also in attendance were: Rex Schultze, NSAA Legal Counsel; Bob Blank, Nebraskans for Founders' Values; Roger Kingsley, Nebraskans for Founders' Values; Leroy Becker, Nebraska Parental Rights; Tom Schommer; Loren Kment; Doug Goltz, Falls City Sacred Heart Principal/Activities Director; Greg Logsdon, Diocese of Grand Island Superintendent of Schools; Jeremy Moore, Omaha Skutt Catholic Activities Director; Henry Eggert, Thedford Public Schools Superintendent.

The meeting was called to order at 8:00 a.m.

1. It was moved to approve the Consent Agenda. The Consent Agenda included: the minutes of the November 12, 2015 Board of Directors meeting; Financial Report; Approval for New Cooperative Sponsorships for David City, East Butler, and Shelby/Rising City for softball; Lexington and Elwood for girls tennis; Approval of cooperative sponsorship renewals for Boone Central and Newman Grove High Schools for volleyball, boys cross country, girls cross country and softball; Chambers and Wheeler Central High Schools for volleyball, boys cross country, girls cross country, boys basketball, girls basketball, boys track and field, girls track and field and boys golf; Humphrey and Lindsay Holy Family High Schools for boys cross country and girls cross country; Lawrence-Nelson and Sandy Creek High Schools for boys cross country, girls cross country and wrestling; Southern and Diller-Odell High Schools for softball; Leigh, Clarkson and Howells-Dodge High Schools for softball; Fillmore Central and Exeter-Milligan High Schools for softball; Bloomfield and Wausa High Schools for boys cross country, girls cross country and boys golf; Cross County, High Plains and Osceola High Schools for softball; O'Neill and St. Mary's High Schools for boys cross country, girls cross country; girls golf, softball, boys golf, and instrumental music; St. Paul and Palmer High Schools for softball; Northwest and Grand Island Central Catholic High Schools for boys tennis; Ralston and Omaha Mercy High Schools for girls golf; Grand Island Central Catholic, Doniphan-Trumbull, Heartland Lutheran and Wood River High Schools for softball. Motion Carried: 8-0

2. Moved to move the NSAA Gender Participation Policy to a final reading at a subsequent NSAA Board of Directors Meeting. Motion Carried: 6-1-1 (For: Norvell, Henrichs, Beyer, Bellar, Garey, Unzicker | Against: Keyser | Abstention: Reznicek)

3. The Board discussed topics for the NSAA Classification Committee and revised the committee makeup.

4. The Board discussed the committee members for the NSAA Public-Private Schools Competition Committee.

5. Moved to approve the NSAA Unified Sports manual revisions to include the Nebraska Department of Education's notification on special education services and the potential for schools to receive start-up funding from Special Olympics Nebraska for a Unified Sports bowling team. Motion Carried: 8-0

6. The Board did not take any action at this time on the baseball cooperative for Grand Island, Northwest, Grand Island Central Catholic, and Heartland Lutheran High Schools for the 2015-16 and 2016-17 school years.

7. The board discussed the January NSAA District Meetings including the Board retreat topics, district managing committee elections and staff attendance.

8. The Board discussed an NSAA Approved Ruling for a non-voting gender and minority liaisons to the NSAA Board of Directors.

9. Henry Eggert, Superintendent of Thedford Public Schools appeared before the Board.

10. Moved to initiate an NSAA Student Advisory Council beginning with the 2016-17 school year. Motion Carried: 8-0

11. The Board discussed ineligible students on junior varsity teams playing against varsity teams.

12. Moved to approve the NSAA Tax Compliance Procedures. Motion Carried: 8-0

13. Dr. Tenopir reported on the National Athletic Director Conference; the NFHS Winter Meeting; the State School Board Convention, the NASB/NCSA Education Forum, school violations report, coach education courses, and addition of a chiropractor to the NSAA Sports Medicine Advisory Committee.

There being no further business, the Board adjourned the meeting at 12:29 p.m.

The next meeting of the NSAA Board of Directors will be held January 14, 2016 at 8:00 a.m. at the NSAA Office in Lincoln, NE.
 
Does he represent Norfolk Catholic in any manner? Perhaps in regards to the discussion on the transgender policy? I really don't know
