The NSAA Board of Directors met February 15, 2017 at the Association Office in Lincoln, Nebraska with the following members present:
Meeting was called to order at 9:05 a.m.
1. Moved to approve the Consent Agenda as presented. Items on the Consent Agenda included: the meeting agenda; minutes of the January 12, 2017 regular meeting; minutes of the February 6, 2017 Class Caucus Review Committee meeting; minutes of the February 8, 2017 Six-Man football meeting; financial statements; cooperative sponsorship renewals for Papillion-LaVista and Papillion-LaVista South High Schools for boys and girls swimming. Motion Carried: 8-0
2. NSIAAA Executive Director Mike Purdy extended an invitation to the board and staff for the annual NSIAAA spring banquet.
3. Moved to amend approved ruling 1.5.4.3.1 changing the terms of the Classification Caucus members from four-year terms to three-year terms and to adopt the rotation of Class Caucus members as presented. Motion Carried: 8-0
4. The Board discussed the Class Caucus proposals approved by the Class Caucus Review Committee.
5. The Board discussed revising the number of state championship football medals per school and the number of football players to be announced for awards at the state football finals.
6. The NSAA Lobbyist updated the Board on the current legislative session.
7. Lincoln Lutheran High School appeared before the BOard to hear an appeal on granting eligibility to their foreign exchange students who do not meet the CSIET standards, as per NSAA Bylaws. School officials provided clarifying information and answers to Board members' questions.
8. Franklin High School appeared before the Board telephonically to appeal a denied domicile eligibility. Franklin High School requested a closed hearing. It was moved to enter into closed session at 10:42 a.m. Motion Carried: 8-0
9. It was moved to exit closed session at 11:00 a.m. Motion Carried: 8-0
10. Moved to approve the spring activities manuals for baseball, soccer, girls tennis and track & field. Motion Carried: 8-0
11. Moved to award the NSAA Class A Boys and Girls State Tennis Championships to Omaha and the Class B Boys and Girls State Tennis Championships to Lincoln for 2017-18, 2018-19, and 2019-20. Motion Carried: 8-0
12. The Board discussed the summer board retreat and set the tentative dates of June 13-15, 2017.
13. Dr. Tenopir reported on the probation report; Creek Valley football forfeitures; Middle Level Representation on district managing committees; LB 58 and the NSAA Home School legislation; GAO study on the Title IX impact on high school sports; basketball half-time fundraiser contests and the impact of wild card points when forfeitures are required.
14. Moved to enter into Executive Session at 12:03 p.m. to discuss strategy regarding staff salary negotiations, pending litigation and for the needless injury to an individual relative to a transfer hearing. Motion Carried: 8-0
15. Moved to exit Executive Session at 12:44 p.m. Motion Carried: 8-0
16. Moved to allow Lincoln Lutheran foreign exchange students meeting specific criteria eligibility on a yearly renewal basis. Motion Carried: 6-2 (For: Norvell, Henrichs, Reznicek, Beyer, Keyser, Unzicker | Against: Bellar, Kent)
17. Moved to uphold the Executive Director's decision on the denied domicile eligibility of Franklin student Sheri Douglas. Motion Carried: 8-0
18 . There being no further business, the meeting adjourned at 12:46 p.m
