The Board of Directors of the Nebraska School Activities Association met at the Association Office in Lincoln on February 17, 2016 with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Medicine Valley
District VI - Dr. Troy Unzicker, Alliance
Also in attendance were: Rick Moses, Department of Education liaison; Darin Boysen, Nebraska Coaches Association; Kelly Classen, Nebraska High School Officials Association; Luke Dillon, Athletic Director, Omaha Central High School; McKenna Paintin, student; Megan and Chris Paintin, parents; Tim Shriver, club soccer coach.

The meeting was called to order at 9:18 a.m.

1. It was moved to approve the Consent Agenda as presented. Items on the Consent Agenda included: the meeting agenda as amended; the minutes of the January 14, 2016 regular meeting; minutes of the January 27, 2016, Public & Non-Public Competition Committee Meting; minutes of the February 4, 2016 Clas Caucus Review Committee Meeting; and the Financial Report. Motion Carried: 8-0

2. It was moved to approve revisions to the Unified Sports Manual. Motion Carried: 8-0

3. The Board discussed the Classification Caucus Proposals.

4. Moved to approve the spring activities manuals in baseball, soccer, girl's tennis and track & field. Motion Carried: 8-0.

5. The Board discussed state baseball hosting RFP contest.

6. Omaha Central High School appeared before the Board to appeal NSAA Bylaw 3.1.1.2 that denies a student from participating simultaneously in two sports in a season. Following a presentation of the evidence, those representing the school provided clarifying information and answers to Board members' questions.

7. Omaha Central High School requested a closed hearing before the Board to appeal the eligibility of a student for district basketball. It was moved to enter closed session at 10:50 a.m. Motion Carried: 8-0

8. It was moved to exit closed session and resume regular session at 11:18 a.m. Motion Carried: 8-0

9. It was moved to enter executive session at 11:20 a.m. to further discuss the hearings and staff compensation. Motion Carried: 8-0

10. It was moved to exit executive session at 11:50 a.m. Motion Carried: 8-0

11. Dr. Tenopir reported on the Special Olympics Nebraska "Champion of Greatness Award", the Classification Committee, the NASB Education Forum Pre-Conference, suggested dates and location for a Board Summer Retreat, and the Reprimand Report.

12. In open session, it was moved to uphold the Executive Director's decision on Omaha Central High School's appeal of NSAA Bylaw 3.1.1.2. Motion Carried: 8-0

13. In open session, it was moved to uphold the Executive Director's decision on Omaha Central's High School's appeal on the eligibility of the student for district and state basketball. Motion Carried: 8-0

There being no further business, the meeting adjourned at 12:22 p.m.

The next meeting of the Board of Directors will be held in Lincoln at the NSAA Office on March 9, 2016
 
COMMITTEE ON PUBLIC and NON-PUBLIC COMPETITION

The Committee on Public and Non-Public Competition met on Wednesday, January 27, 2016 at 1:00 p.m. in Lincoln at the NSAA Office. Dr. Bob Reznicek, NSAA District II Board of Director, chaired the meeting. The purpose of the committee was to evaluate data compiled to make a determination if there are advantages and/or disadvantages that warrant change.

Committee members present were Tim Aylward, Lincoln Pius X; Ryan Ruhl, Norris; Dr. Bob Reznicek, Boys Town; Greg Lamberty, Bennington; Mark Lenihan, Wayne; Jason Dolliver, Pender; Mark Skillstad, North Platte St. Patrick's; Jason Alexander, Ord; Dr. Dennis Shipp, Bertrand; Robert Drews, Holdrege; Glen Koski, Gering; Tammy Tillman, Bayard; and the following NSAA staff members were present: Dr. Jim Tenopir, Debra Velder, Jennifer Schwartz, Jon Dolliver, Sarah Sasse-Kildow, Ron Higdon, Nate Neuhaus, Dan Masters and Jeff Stauss.

Dr. Tenopir shared informational data with the committee:

1. The 2015-16 NSAA membership is comprised of 303 member schools, 40 of which are non-public schools.

2. Non-public schools range in 3-grade enrollment size from Creighton Prep (1,554) to Lindsay Holy Family (22).

3. In the ten-year C1/C2 football history, non-public schools have either won or been runner-up in 50% of the state championships.

4. In the ten-year C1/C2 volleyball history, non-public schools have either won or been runner-up in 65% of the state championships.

5. In the ten-year C1/C2 boys basketball history, non-public schools have either won or been runner-up in 40% of the state championships.

6. In the ten-year C1/C2 girls basketball history, non-public schools have either won or been runner-up in 40% of the state championships.

The committee discussed perceived public school advantages; perceived non-public school advantages; the purpose and concerns of the survey; and suggested modifications. Modifications discussed addressed separate non-public classification(s) or championship(s); bumping a non-public school up one classification or higher; placing a non-public school located in the same public school district in the same classification as the public school; placing a non-public school located in the same public school district one classification below the public school; implementing a multiplier; and determining a success factor.

After lengthy discussion, it was the consensus to move forward requesting additional data in regard to a potential multiplier and/or a success factor. More information was requested in regard to free and reduced lunch qualifiers, special education students, mobility and ELL programs.

A follow-up meeting will be scheduled at a later date.
