The NSAA Board of Directors met January 12, 2017 at the Association Office in Lincoln, Nebraska with the following members present:
Meeting was called to order at 8:00 a.m.
1. Moved to approve the Consent Agenda. Items on the Consent Agenda included: the meeting agenda as presented; the minutes of the December 7, 2016 regular meeting; financial statements; new cooperative sponsorships for Cedar Bluffs and Mead High Schools for boys golf; Gering and Minatare High Schools for boys soccer; Lincoln Lutheran and Raymond Central High Schools for girls soccer; and Grand Island Central Catholic, Wood River and Heartland Lutheran High Schools for boy soccer; Cooperative sponsorship renewals for Maywood and Hayes Center High Schools for football, volleyball, boys cross country, girls cross country, boys basketball, girls basketball, boys track and girls track; Guardian Angels Central Catholic, Scribner-Snyder and West Point-Beemer High Schools for baseball; and Pender and Bancroft-Rosalie High Schools for girls golf. Motion Carried: 8-0
2. Moved to add track & field as a second unified sport beginning as an exhibition event with the 2017-18 school year and implementation with the 2018-19 State Track & Field Championships. Motion Carried: 8-0
3. Moved to revise the lodging reimbursement from $15 to $20 per qualified night for schools qualifying for state tournaments beginning with the 2017-18 school year. Motion Carried: 8-0
4. Moved to approve clarifying language to Approved Ruling 2.6.3, which lists transfers under the May 1 transfer process as an exception to a student's 90 school day ineligibility as follows:

5. Dr. Jolene Palmer, Nebraska Department of Education's Director of School Safety and Security presented a report to the Board.
6. Representatives from Grand Island appeared before the Board to present a bid to host the State Volleyball Championships.
7. Representatives from Lincoln appeared before the Board to present a bid to host the State Volleyball Championships.
8. It was moved to approve the Journalism Manual. Motion Carried: 8-0
9. Moved to approve the 2019-20 December Moratorium dates as December 22-26. Motion Carried: 8-0
10. Moved to adopt the following approved rulings to better describe and clarify the Classification Caucus procedures and representation:
11. Executive Director Dr. Jim Tenopir reported on the probation report; the Metro Conference meeting; the NFHS Winter Meeting; football medal presentation changes; and middle-level representatives on the District Managing Committees.
12. Moved to enter into Executive Session at 12:05 p.m. to (1) receive advice from legal counsel, discuss state volleyball bids, hear input on award nominations; and (2) for the protection of the public interest and the prevention of the needless injury to the reputation of an individual. Motion Carried: 8-0
13. Moved to exit Executive Session at 1:06 p.m. Motion Carried: 8-0
14. Moved to recognize the following individuals with the NSAA Distinguished Service Award: Rocky Ruhl, Wayne; Michael "Mac" McCuistion, Lincoln East; Wendy Henrichs, Lincoln East; Dr. Larry Helmick, Kearney; Mike Patterson, Omaha World-Herald; Ron Powell, Lincoln Journal Star. The following individuals will be recognized with the NSAA Distinguished Service Award: Kate Diaz (speech and play production); Charlie Gordon (track and cross country); Al Satterly (track); Dave Dostal (track); Dave Stodola (track); and Larry Bornschlagel (basketball).
15. Moved to approve a three-year bid to Lincoln for the NSAA State Volleyball Championships. Motion Carried 7-1 (For: Norvell, Henrichs, Reznicek, Beyer, Bellar, Kent, Unzicker | Against: Keyser)

3. A student returning to his/her home multi-high school district may only be immediately eligible in the public high school located in the student's district-assigned attendance area. Transfers back to a high school in the home multi-school district that is not in the student's assigned attendance area will render the student ineligible for ninety school days.

A student returning to his/her home multi-high school district may only be immediately eligible in a non-public high school in the home school district if the student has attended a private or parochial school for two or more consecutive years immediately preceding the transfer, in accord with Approved Ruling 2.7.3

10. Moved to adopt the following approved rulings to better describe and clarify the Classification Caucus procedures and representation:
1.5.4.2.1 1. The NSAA staff shall designate a late summer/early fall date, time and location for an initial meeting for each Classification Caucus to meet to discuss possible proposals to be considered in each class. Member schools shall be invited to such meetings, but attendance is optional for schools.
2. "Materially affect finances" shall mean any expense in excess of $500. Those making proposals through the Classification Caucus shall consider all costs, not the least of which includes trophies and medals; reimbursements to schools for participation in state events; programming costs to make the necessary NSAA software changes to accommodate the proposal; added member school travel, lodging and meal costs; added costs for Association or member school equipment acquisition or changes and added personnel costs. If such costs to the NSAA are projected to exceed $500, such legislative proposals will need to be introduced through the normal NSAA District Meeting legislative process. If there is a question as to whether the added cost exceeds $500, the executive director of the Board of Directors shall make the final decisions as to whether such proposal can be introduced through the Classification Caucus process.
1.5.4.3.1. The terms of Classification Caucus members shall be four-year terms, and a rotation system shall be established to assure there is a systemic rotation of Classification Caucus members.
1.5.4.3.2.1. The Classification Caucus members from each of the NSAA Districts shall make a presentation of the Classification Caucus proposals to their District's membership at the annual November District Meetings where the membership can hear and discuss such proposals.
