The Board of Directors met January 14, 2016 at the Association Office in Lincoln, Nebraska with members present as follows:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Medicine Valley
District VI - Troy Unzicker, Alliance
Rick Moses, Nebraska Department of Education liaison; Rex Schultze, NSAA Legal Counsel; Julia Plucker, NSAA Lobbyist; and Abbi Swatsworth, Outlinc were also in attendance.

The meeting was called to order at 9:00 a.m.

1. Moved to approve the Consent Agenda as presented. Items on the Consent Agenda included:
  • meeting agenda
  • minutes of the December 9, 2015 regular Board meeting
  • financial statements
  • new cooperative sponsorships for West Point-Beemer and Scribner-Snyder High Schools for boys golf; Kearney Catholic, Amherst, and Gibbon High Schools for boys and girls soccer; Grand Island Central Catholic and Northwest High Schools for girls tennis
  • cooperative sponorship renewals for: Crofton and Hartington-Newcastle High Schools for girls golf; Norfolk, Norfolk Catholic and Lutheran High Northeast High Schools for softball; Louisville and Weeping Water High Schools for softball; Maywood and McCook High Schools for boys tennis

2. The Board discussed the January NSAA District Meetings

3. Moved to table the Gender Participation Policy until after the Representative Assembly acts upon the Bylaw brought forward by the membership. Motion Failed: 3-5 (For: Reznicek, Keyser, Unzicker | Against: Norvell, Henrichs, Beyer, Bellar, Garey)

4. Moved to adopt the Gender Participation Policy as presented: Motion Carried 6-2 (For: Norvell, Henrichs, Beyer, Bellar, Garey, Unzicker | Against: Reznicek, Keyser)

5. Moved to require NFHS Coach Education Courses for all high school coaches on student cardiac arrest and heat/hydration annually. Motion Carried: 8-0

6. Moved to approve the Journalism Manual: Motion Carried: 8-0

7. Moved to approve the 2018-19 December Moratorium dates as December 22-26. Motion Carried: 8-0

8. Moved to recognize the following individuals with the NSAA Distinguished Service Award: Awards Unlimited (Larry King, Larry Loomis, Bob Polzin); Bob Jensen, Huskerland Preps; Sue Maryott, NET; and the NSAA Outstanding Service Award: Gene Starmer, tennis; Les Livingston (tennis); Greg Classen (tennis); David Cooper (speech and play production); Doug Epps (soccer); and Paull Wiseman (football). Motion Carried: 8-0

9. Moved to approve a baseball cooperative for Grand Island, Northwest, Grand Island Central Catholic and Heartland Lutheran High Schools. Motion Carried: 8-0

10. Moved to adjust the subdistrict and district catastrophic assessment from 8% to 10% beginning with the 2016-17 school year to cover deficits in funding the costs of the student catastrophic insurance premium. Motion Carried: 8-0

11. Dr. Tenopir reported on the Public and Non-Public Competition Committee meeting scheduled for January 27; gender and minority representation as Ex Officio members of the Board; Out-of-the-Blocks meetings for new and returning Activities Directors; the NFHS Winter Meeting topics; possible admission increases to help fund concussion insurance; winter season lodging needs; and the reprimand report.

12. The Board adjourned at 11:15 a.m.

The next meeting of the Board of Directors will be held in Lincoln on February 17, 2016. The Legislative Commission will also meet that day prior to the Board of Directors meeting.
