The NSAA Board of Directors met May 18, 2017 at the Association Office in Lincoln with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Medicine Valley
District VI - Dr. Troy Unzicker, Alliance

Also in attendance were: Rex Schultze, NSAA Legal Counsel; Mary Kay Quinlan, University of Nebraska-Lincoln Journalism Department; Kelly Classen, Executive Director, NHSOA.

Meeting was called to order at 8:00 a.m.

1. Motion was made to approve the Consent Agenda as presented. Items on the Consent Agenda included: approval of the Minutes of the April 6, 2017 regular Board of Directors meeting; approval of the Minutes of the April 7, 2017 Representative Assembly; approval of the Minutes of the April 11, 2017 Play Production Advisory Committee; approval of the Financial Statements; approval of new cooperative sponsorships for Humphrey and Lindsay Holy Family High Schools for volleyball; Pender, Bancroft-Rosalie and Lyons-Decatur Northeast High Schools for girls golf; Alliance and Hyannis High Schools for unified bowling; approval of cooperative sponsorship renewals for Omaha Gross and Cornerstone Christian High Schools for boys soccer; Fremont and Archbishop Bergan High Schools for boys tennis, softball, boys swimming, girls swimming, baseball, girls tennis, boys soccer and girls soccer; and approval of the dissolution of cooperative sponsorship renewal for Pender and Bancroft-Rosalie High Schools for girls golf. Motion Carried: 8-0

2. Moved to consider approved ruling proposals from the classification caucus process. Motion Carried: 8-0. Class A Baseball Motion Carried: 8-0. Class A Soccer: Motion Carried: 8-0; Class B Baseball Motion Carried: 8-0; Class B Basketball Motion Carried 7-1 (For: Norvell, Henrichs, Reznicek, Beyer, Bellar, Keyser, Garey | Against: Unzucker); Class B Football Motion Failed: 3-5 (For: Norvell, Reznicek, Beyer | Against: Henrichs, Bellar, Keyser, Garey, Unzicker); Class D Volleyball Motion Failed: 3-5 (For: Norvell, Reznicek, Beyer | Against: Henrichs, Bellar, Keyser, Garey, Unzicker)

3. The Board discussed the home-school legislation that passed the Representative Assembly and the referendum vote in excess of the required 60% favorable vote.

4. Moved to deny a mid-cycle football co-operative sponsorship for Stapleton and McPherson County High Schools based on the fact that one of the schools' schedules would be forfeited. Motion Carried: 8-0

5. Moved to approve the amendment to permit opting up and opting class, as per approved ruling 2.13.2 as follows:

B. Opting Up a Classification. A school may opt up in classification in any NSAA activity except music. A school that elects to opt up to a higher classification in any NSAA sponsored program must opt up to that same relative classification in every NSAA activity in which that school, in a non-cooperative sponsorship status, participates in during that school year. This does not preclude a school from opting up a classification in football, but if a school opts up in another activity, it would not be required to opt up in football.

C. Opting Down in Classification. Due to safety consideration and small participation numbers, schools may elect to opt down one classification in football. Such decision must be made prior to statewide scheduling and such schools would be ineligible for playoff consideration.
Motion Carried: 8-0

6. Moved to correct the board term-limit language to reflect that the additional board members in District I and District 2 serve a four-year term. Motion Carried: 8-0

7. Moved to approve a mid-cycle football cooperative sponsorship for Omaha Gross and Cornerstone Christian High Schools, as Cornerstone Christian doesn't currently sponsor football, and permitting a cooperative sponsorship would not require other schools to lose a game from their schedules. Motion Carried: 8-0

8. Moved to approve the following addition to Approved Ruling 2.2.1 to more clearly specify when eligibility rules apply to non-varsity and varsity participation:

5. For any student to be eligible to participate in NSAA activities at any level, such student must meet the age, eight-semester, four-season and current semester (20 credit hours) requirement. The preceding semester and domicile requirements apply to varsity participation only.
Motion Carried: 8-0

9. Moved to approve the recommended increase in postseason officials' pay. Motion Carried: 8-0

10. Moved to adjust the number of Class B football districts from eight (8) to five (5). To qualify for the playoffs the five district winners and the next 11 in the wildcard points will make the playoff field. Motion Carried: 8-0

11. Set the 2017 Volleyball Jamboree dates include the dates originally stated plus August 14-19. In future years, volleyball jamboree dates will be Monday through Saturday of Week 7 and Monday and Tuesday of Week 8. Motion Carried: 8-0

12. Moved to approve a three-year (3) agreement with Norfolk to host the NSAA Journalism Championships Motion Carried: 6-2 (For: Norvell, Reznicek, Bellar, Keyser, Garey, Unzicker | Against: Henrichs, Beyer)

13. Moved to approve a three-year (3) agreement with the following communities to host the NSAA Boys Golf Championships: Class A Norfolk; Class B Columbus; Class C Kearney; Class D North Platte Motion Carried: 7-1 (For: Norvell, Reznicek, Beyer, Bellar, Keyser, Garey, Unzicker | Against: Henrichs)

14. Moved to approve the Television and Streaming Rate Card as presented. Motion Carried: 8-0

15. Moved to grant an age exception for those students with intellectual disabilities to participate in non-contact Unified Sports. Students with intellectual disabilities who become twenty-one (21) years of age on or after August 1 shall be eligible on the basis of age in non-contact unified sports for the remainder of the school year. Motion Carried: 8-0

16. Moved to approve a $35, 3-day pass for active play production coaches for admission to the NSAA State Play Production Championships Motion Carried: 7-0 (Abstain: Keyser)

17. Moved to increase the assessment in speech and play production for registering and failing to opt out of postseason competition to $400 in each activity. Motion Carried: 8-0

18. The Board discussed Board Retreat arrangements and agenda.

19. Rex Schultze reported on the NFHS Legal Conference.

20. Dr. Tenopir reported on the probation report; correspondence; scheduled Administrative Outreach Seminars; May 1 transfers; Allen High School participating in Alamo Bowl festivities; continuation of the Classification Committee; soccer ejection concerns; and the Big Ten Conference meeting.

There being no further business, the meeting adjourned at 1:10 p.m.

The next meeting of the NSAA Board of Directors will be a Retreat/Work Session on June 13 and 14.

wow an increase for the guys in stripes. that should have been done about 15 years ago. now it might be 53.00 instead of 50.00.
