The NSAA Board of Directors met on May 19, 2016 at the Association Office in Lincoln with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek

Also in attendance were: Rick Moses, Nebraska Department of Education liaison; Rex Schultze, NSAA Legal Counsel.

The meeting was called to order at 8:04 a.m.

1. It was moved to approve the Consent Agenda as presented. Items on the Consent Agenda included the approval of the meeting Agenda as amended; approval of the Minutes of the April 7, 2016 regular Board of Directors meeting; approval of Minutes of April 8, 2016 Representative Assembly; approval of the Minutes of May 4, 2016 Committee on Classification meeting; approval of Minutes of May 4, 2016 Committee on Public and Non-Public Meeting; approval of the Financial Statements; approval of new cooperative sponsorships for Bancroft-Rosalie and Lyons-Decatur Northeast High Schools for boys and girls cross country; Centura and Central Valley High Schools for softball; Wisner-Pilger, Pender and Bancroft-Rosalie High Schools for softball; approval of cooperative sponsorship renewals for Beatrice, Norris, Fairbury and Freeman for boys and girls swimming; Wahoo and Cedar Bluffs High Schools for wrestling; Norfolk Catholic and Lutheran High Northeast High Schools for boys soccer; Sandy Creek and Lawrence-Nelson High Schools for boys and girls cross country and wrestling; Humboldt-Table Rock-Steinauer and Pawnee City High Schools for wrestling; Logan View and Scribner-Snyder High Schools for softball; Hartington Cedar Catholic and Hartington-Newcastle High Schools for wrestling; Nebraska City, Lourdes Central Catholic and Johnson-Brock High Schools for softball and baseball; Nebraska City and Lourdes Central Catholic High Schools for boys and girls cross country, boys and girls golf, boys and girls tennis and wrestling; approval of the dissolution of the cooperative sponsorship for Milford and Dorchester High Schools for wrestling. Motion Carried: 8-0

2. Moved to approve staff recommendation of accepting the current joint proposal from the Lincoln Convention and Visitors Bureau and Sarpy County communities to host the 2017, 2018, 2019, and 2020 NSAA Baseball Championships. Motion Carried: 5-3

3. Moved to amend the Volleyball Jamboree format as presented. Motion Carried: 8-0

4. Moved to ratify Class Caucus Proposals member votes. Motion Carried: 8-0

5. Board scheduled the annual Board Retreat for June 15 and 16, 2016. Tentative agenda items to include the executive director hiring process and timeline, home school eligibility and other legislative issues, projects to be considered before the arrival of the new executive director, minority representation on the board and board planning and goal setting.

6. Moved to amend Approved Ruling 3.1.1 to prohibit regular season contests after post season play has begun in all NSAA activities. Motion Carried: 8-0

7. Moved to approve Heat Acclimatization revisions for NSAA fall activities as presented. Motion Carried: 8-0

8. Nebraska Dept. of Education Liaison Rick Moses reported on the progress of RULE 10 discussion surrounding seventh and eighth grade athletics during physical education class time. An ad hoc meeting took place in North Platte earlier this spring with school administrators and NDE representatives to discuss potential options. Rick Moses will present at Administrator Days later this year.

9. NSAA Legal Counsel Rex Schultze reported on current discussion and action taken by the Office of Civil Rights and the Department of Justice concerning transgender and restroom and locker room facilities. The Office of Civil Rights recently issued a Dear Colleague letter advocating restroom and dressing room usage based on gender identification.

10. Dr. Tenopir reported on the reprimand report; Omaha Benson baseball infractions; Unified Sports, Bowling; post-season considerations; district music financial report; number of May 1 transfer students; summer meeting registration arrangements; administrative assistant summit; classification committee; public-non-public committee; September Section 5 meeting in Lincoln; Hall of Fame lease renewal and the NSAA web development and server maintenance

11. It was moved to enter executive session at 10:59 a.m. for the stated purposes of personnel issues and compensation negotiations and to prevent the needless injury to the reputation of a person. Motion Carried: 8-0

12. Moved to exit executive session at 11:52 a.m.

13. In open session it was moved to approve the executive director's recommended staffing assignments and compensation adjustments as presented. Motion Carried: 8-0

There being no further business, the meeting adjourned at 11:55 a.m.

The next meeting of the NSAA Board of Directors will be held Wednesday, August 17, 2016 at the NSAA Office in Lincoln .
 
NSAA Committee on Classification Meeting Minutes

The Committee on Classification met on Wednesday, May 4, 2016 at 10:00 a.m. in Grand Island. Jay Bellar, NSAA District III Board of Director chaired the meeting. The mission of the committee was to re-cap previous committee discussion and information and formulate direction for potential proposals.

Committee members present were Wendy Henrichs, Lincoln East; Dana Wiseman, Sutton; Dr. Dan Endorf, North Bend; Jeff Johnson, Papillion-LaVista South; Dr. Bob Reznicek, Boys Town; Jay Bellar, Battle Creek; Tracy Douglas, Hastings; Dave Barrett, Hastings Adams Central; Jon Davis, Alma; Gus Brown, Valentine; and Mike Brockhaus, Sidney. Ex-officio members included: NSAA Staff Dr. Jim Tenopir, Debra Velder, Jennifer Schwartz, Jon Dolliver, Nate Neuhaus, Dan Masters, and Jeff Stauss. Stu Pospisil from the Omaha World-Herald was also in attendance.

Dr. Tenopir shared several options which addressed classifying football as done currently with the boy-girl enrollment count; classifying football based on boys enrollment count only; adjusting the number of schools in each class to modify the high enrollment ratio in Class B; adding a fifth class in football to moderate enrollment ratios based on boy-girl enrollment count; having 5 classes of 11-man football with the top 24 registered schools in Class A, the next 20 registered schools in Class B1, the next 20 registered schools in Class B2, the next 41 registered schools in Class C1 and the next 42 registered schools in Class C2; the next option presented was to have 5 classes of 11-man football where classes had a ratio of roughly 2:1, but in which each class had at least 24 schools, placing the top 25 registered schools in Class A, the next 24 registered schools in Class B1, the next 37 schools registered in Class C1 and the remaining 37 registered schools in Class C2; and classifying 11-man football schools based on an enrollment cutoff number for each classification (e.g. Class A - 800+ students, Class B - 300-799 students, Class C1 - 140-299 students, Class C2 - 139 students and below based on boy-girl enrollment).

The options presented brought about considerable discussion with the majority in agreement that football classifications should remain at 2 years and that all other NSAA activities classified yearly. In moving forward, the committee was challenged to the cut-off numbers for 8-man and 6-man football.

The recommendation was to formulate a legislative proposal to classify football on a boys-only enrollment count. The committee also asked the NSAA staff to fine-tune a proposal for a football classification system that was based on enrollment cutoff parameters.

With no further business, the committee adjourned at 11:50 a.m.
 
NSAA Committee on Public and Non-Public Competition

The Committee on Public and Non-Public Competition met on Wednesday, May 4, 2016 at 1:30 p.m. in Grand Island. Dr. Bob Reznicek, NSAA District II Board of Director chaired the meeting. The purpose of the committee was to re-cap the previous committee discussion and review additional information presented.

Committee members present were Tim Aylward, Lincoln Pius X; Ryan Ruhl, Norris; Dr. Bob Reznicek, Boys Town; Greg Lamberty, Bennington; Mark Lenihan, Wayne; Jason Dolliver, Pender; Jason Alexander, Ord; Dr. Dennis Shipp, Bertrand; Robert Drews, Holdrege; Glen Koski, Gering; NSAA Staff Dr. Jim Tenopir, Debra Velder, Jennifer Schwartz, Jon Dolliver, Nate Neuhaus, Dan Masters, and Jeff Stauss. Stu Pospisil of the Omaha World-Herald was also in attendance.

Dr. Tenopir presented information on NDE free and reduced price meal percentages; NDE special education percentages respective to public schools; current boys basketball classifications; boys basketball classifications using a 1.35 multiplier for non-public schools; and boys basketball classifications using a 1.50 multiplier.

Greg Mays, Hastings, presented to the committee results of a success factor study he conducted.

The committee discussed what modifications might be necessary and where we go from here. The majority agreed that a case study be conducted focusing on football, boys basketball, girls basketball and volleyball to explore issues that impact success such as prior successes, economic disadvantage, proximity to population centers and special education students.

A follow-up meeting will be scheduled at a later date.
