The NSAA Board of Directors met November 10, 2016 at the Association Office in Lincoln, NE with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Medicine Valley
District VI - Dr. Troy Unzicker, Alliance
Also in attendance were Rick Moses and Kim Snyder, Nebraska Department of Education liaisons; Rex Schultze, NSAA Legal Counsel; Jeff Maul and Derek Bombeck, Lincoln Convention & Visitors Bureau; Wade Foreman, Lincoln Parks and Recreation; Deb Loseke, Columbus/Platte County Convention & Visitors Bureau; Al Niedbulski, Columbus; Doug Moore, City of Columbus; Doug Dunbar, Quail Run; Brad Mellema, Grand Island Convention & Visitors Bureau; Ben Ries, Norfolk High School; Jeff Bellar, Norfolk Catholic High School; Rocky Ruhl, Wayne High School; Kevin Peterson, Wayne; Rich Reinert, Maloney Golf Club; Courtney Fegter and Muriel Clark, North Platte/Lincoln County Visitors Bureau; Kurt Micek and Krystal Siebrandt, HBE Becker Meyer Love, LLP; Kayla Nelson, Adams County Convention & Visitors Bureau; Bentley Benson, Southern Hills Golf Course; Alan Frank and Don Lyons, Adams Central High School.

Meeting was called to order at 8:00 a.m.

1. Moved to approve the Consent Agenda as presented. The Consent Agenda included the following items: the minutes of the October 6, 2016 Board of Directors Meeting; the minutes of the October 18, 2016 Class Caucus Review Committee Meeting; the minutes of the October 19, 2016 Committee on Public and Non-Public Competition; the minutes of the October 28, 2016 Journalism Advisory Committee; and the Financial Report. Motion Carried: 8-0

2. Moved to approve revisions to Approved Ruling 1.6.1.1 regarding diversity on the NSAA Board of Directors as follows: "At least one of the two District 1 Board of Director positions shall be designated for a female representative and at least one of the two District 2 Board of Director positions shall be designated for a racial minority representative. Compliance with this ruling shall take effect at the next time (after August 1, 2016) that a sitting Board of Director member from these two districts vacates the Board position or is defeated for re-election." Motion Carried: 8-0

3. The Board discussed the impact on classifications when schools experience significant enrollment losses.

4. Representatives fro the Lincoln community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

5. Representatives fro the Columbus community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

6. Representatives fro the Grand Island community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

7. Representatives fro the Norfolk community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

8. Representatives fro the Wayne community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

9. Representatives fro the North Platte community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

10. Representatives fro the Hastings community appeared before the Board to present a bid to host future NSAA State Girls Golf Championships. Following a presentation, representatives provided clarifying information and answers to Board member's questions.

11. Moved to approve a three-year bid to Norfolk for Class A, Columbus for Class B and North Platte for Class C for the NSAA State Girls Golf Championships. Motion Carried: 7-1 (For: Norvell, Reznicek, Beyer, Bellar, Keyser, Garey, Unzicker | Against: Henrichs)

12. Moved to approve the 2015-16 fiscal audit as presented by HBE Becker Meyer Love Certified Public Accountants. Motion Carried: 8-0

13. Moved to approve the Nebraska Department of Education enrollment numbers for the 2017-18 classification period. Motion Carried: 8-0

14. The Board discussed proposals and outcomes of the November NSAA District Meetings.

15. Dr. Tenopir reported on the reprimand report; the increase in state baseball per-game fees; volleyball jamboree games; class caucus committee transition and lack of district representation; the State School Board Convention; the Sportsmanship and Leaderships Summits; and the six-man football transition plans.

There being no further business, the Board adjourned the meeting at 1:50 p.m.

The next meeting of the NSAA Board of Directors will be held December 7, 2016, at the Divots Conference Center, 4200 W. Norfolk Ave., in Norfolk, Nebraska.
