The NSAA Board of Directors met September 15, 2016 at the Association Office in Lincoln, Nebraska with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dan Keyser, Sutherland
District V - Alan Garey, Sutherland
District VI - Dr. Troy Unzicker, Alliance
Also in attendance were Rick Moses, Nebraska Department of Education liaison; Rex Schultze, NSAA Legal Counsel; Student Advisory Committee, sponsor, JJ Toczek; representatives Fidan Ibrahimoya, Lincoln Southeast; John Kanel, Humboldt-Table Rock-Steinauer; Mary O'Keefe, Hastings St. Cecilia and Broderick Sieh, Stanton.

The meeting was called to order at 8:00 a.m.

1. Moved to approve the Consent Agenda as presented. Items included the Minutes of the August 17, 2016 Regular Board of Directors Meeting; approval of the Financial Statements; approval of new cooperative sponsorships for Bellevue East and Platteview High Schools for boys and girls swimming; approval of cooperative sponsorship renewals for Omaha Brownell-Talbot and Omaha Concordia High Schools for girls tennis; and dissolution of cooperative sponsorships for Elgin and Pope John High Schools for instrumental music and Lawrence-Nelson and Sandy Creek High Schools for Unified Bowling. Motion Carried: 8-0

2. Moved to approve the 2016-17 Budget. Motion Carried: 8-0

3. The Board discussed involvement with six-man football.

4. Moved to approve the postseason structure for Unified Bowling. Motion Carried: 8-0

5. Moved to approve a two-year agreement with Kelley Plucker LLC as the NSAA Lobbyist. Motion Carried: 8-0

6. Moved to approve December 22-26 as the December Moratorium dates for the 2019-20 school year. Motion Carried: 8-0

7. Moved to approve a three-year agreement with HBE for auditing services. Motion Carried: 8-0

8. Moved to approve rulings for speech that address the hiring of district judges and the rate to be paid for judging Oral Interpretation of Drama rounds. Motion Carried: 8-0

9. Moved to appoint a chiropractor, Dr. Corey Campbell, to the NSAA Sports Medicine Advisory Committee. Motion Carried: 8-0

10. The Board heard a report from Nebraska's representatives to the NFHS National Student Leadership Summit.

11. The Board discussed meeting dates, staff coverage, and potential proposals to be considered at district meetings.

12. Moved to enter into executive session at 11:40 a.m. to (1) receive advice from legal counsel and discuss potential legal action, and (2) for the protection of the public interest and the prevention of the needless injury to the reputation of an individual. Motion Carried: 8-0

13. Moved to come out of executive session at 12:51 p.m. Motion Carried: 8-0

14. Executive Director Jim Tenopir reported on reprimands to date, the Section 5 Meeting, plans to attend the Section 7-8 meeting; the Hall of Fame Ceremony on October 2; changing from a J-1 to an F-1 Visa; NFHS public relations program "My Reason Why"; a commemorative Nebraska 150th Anniversary logo on NSAA trophies during calendar year 2017; digital ticketing; and protests during the National Anthem.

There being no further business, the meeting was adjourned.

The next meeting of the NSAA Board of Directors will be held on Thursday, October 6, 2016 at the Association Office in Lincoln.
