Wouldn't CWCE have tie break over O/C since won head to head? Crazy situation with 4 teams sitting at 42 power points!
 
First tie-breaker is only used if only two teams have identical point averages.

You use those tie breakers as long as there are more than two teams tied. But at any point if you are down to just two teams, you start over. So Hemingford gets the highest seed based on number of wins over division 1 and division 2 opponents, Burwell gets the next highest seed based on combined opponents winning percentage but then it's down to just C-O and CWCE so you look at the head-to-head result.

Step 6 in nsaa rules is winning %, says nothing about going back to step 1.
Then OC would be ahead of CWCE.
