The NSAA Board of Directors met April 9, 2015 at the Association Office in Lincoln with the following members present:

District I - Mark Norvell, Fillmore Central
District I - Wendy Henrichs, Lincoln East
District II - Dr. Bob Reznicek, Boys Town
District II - Nolan Beyer, Millard Public Schools
District III - Jay Bellar, Battle Creek
District IV - Dr. Brian Maher, Kearney
District V - Alan Garey, Medicine Valley
District VI - Dr. Troy Unzicker, Alliance

Also in attendance were Rick Moses, Nebraska Dept. of Education liaison; Rex Schultze, NSAA legal counsel; and Julia Plucker, NSAA lobbyist.

The meeting was called to order at 10:00 a.m.

1) The Consent Agenda was presented. Items on the Consent Agenda included: Approval of the meeting agenda as amended; approval of the Minutes of the March 11, 2015 regular Board of Directors meeting; approval of the Financial Statements; approval of cooperative sponsorship renewals for Elkhorn and Elkhorn South High Schools for boys and girls swimming; Loomis and Bertrand High Schools for wrestling; Milford and Dorchester High Schools for wrestling; Humphrey and Lindsay Holy Family High Schools for girls and boys basketball; and Cross County and Osceola High Schools for wrestling. Motion Carried: 8-0

2) Moved to recognize Peg Naylon as an NSAA Distinguished Award Winner. Motion Carried: 8-0

3) Moved to approve the lease extension for the Nebraska Coaches Association Motion Carried: 8-0

4) The Board discussed financials in regard to the Catastrophic Insurance Plan.

5) The Board discussed jamborees in softball, volleyball, wrestling, swimming, baseball, soccer and play production. The staff was directed to develop formats for each activity to be submitted as a proposal through the NSAA legislative process.

6) Moved to approve heat acclimatization standards for cross country, softball, tennis and golf. Motion Carried: 8-0

7) Moved to address all Approved Rulings as presented. Motion Carried: 8-0

The Approved Rulings included:

A. Yearbook. In the event a representative is unable to attend a scheduled meeting, the representatives of that respective class may appoint an individual to fill the vacancy Motion Carried: 8-0

B. Yearbook. An exception to this rule may be granted by the executive director for special circumstances. Schools must contact the executive director in advance of the event to determine whether an activity would qualify under this exception. Motion Carried: 8-0

C. Baseball. After the first round of districts and the top seed of the district loses, the next highest seeded team would host in championship or return to host site for the game (if they are unable to host the event). The district champion would advance to the state tournament. Motion Carried: 8-0

D. Basketball. NSAA member schools would be given the opportunity to host subdistricts and districts prior to other institutions or venues being considered. Motion Failed: 0-8

E. Basketball & Volleyball. Classes C1 through D2 will not conduct 3rd place contests in basketball or volleyball at the state tournament. A team losing in the semi-finals will be eliminated from the state tournament. Motion Failed: 3-5 (For: Norvell, Henrichs, Beyer | Against: Reznicek, Bellar, Maher, Garey, Unzicker)

F. Football, Volleyball & Basketball. A number of admission price changes, mostly dealing with charging all members of band, pep club, drill/dance team members and cheerleaders half price student admission at all subdistrict, district and state contests. Motion Failed: 2-6 (For: Henrichs, Reznicek | Against: Norvell, Beyer, Bellar, Maher, Garey, Unzicker)

G. Football (classifications). Changing 8-man football cutoff from 83 students to 98 students. Motion Failed: 0-8

H. Football (classifications). Changing 8-man football cutoff from 83 students to 92 students. Motion Failed: 1-7 (For: Bellar | Against: Norvell, Henrichs, Reznicek, Beyer, Maher, Garey, Unzicker)

I: Football. Higher seeded team will host in all rounds of the Class A football playoffs. Motion Failed: 4-4 (For: Reznicek, Beyer, Bellar, Maher | Against: Norvell, Henrichs, Garey, Unzicker)

J. Football. Higher seeded team will host in all rounds of the Class B football playoffs. Motion Failed: 4-4 (For: Reznicek, Beyer, Mellar, Maher | Against: Norvell, Henrichs, Garey, Unzicker)

K. Football. Higher seeded team will host in all rounds of the Class C football playoffs. Motion Failed: 4-4 (For: Reznicek, Beyer, Bellar, Maher | Against: Norvell, Henrichs, Garey, Unzicker)

L. Foootball. Higher seeded team will host in all rounds of the Class D football playoffs. Motion Failed: 4-4 (For: Reznicek, Beyer, Bellar, Maher | Against: Norvell, Henrichs, Garey, Unzicker)

M. Golf. The use of electronic measuring devices will be permitted during regular season, district and NSAA championship play. The device must measure distance only and be in compliance with USGA rules. Motion Carried: 8-0

N. Golf. In a two-day golf event, strike the rule prohibiting second-round substituting. Motion Failed: 3-5 (For: Bellar, Garey, Unzicker | Against: Norvell, Henrichs, Reznicek, Beyer, Maher)

O. Soccer. District assignments in Class A. Schools will be placed into 7 districts with the districts determined by the serpentine method based upon the NSAA wild card point system within two weeks of the first district game. The highest seed in each district will be given the choice to host. After the first round of district play and the top seed loses, the next highest seed would host the championship or return to the host site for the game (if they are unable to host). Motion Carried: 8-0

P. Track & Field. All district track and field host sites shall use fully automatic timing (FAT) systems for district competition. Motion Failed: 3-5 (For: Norvell, Henrichs, Garey | Against: Reznicek, Beyer, Bellar, Maher, Unzicker)

Q. Track & Field. Qualifying from Prelims to Finals w/ FAT. When running two heats, the first and second place finishers and the next four fastest times will qualify for finals. When running three heats, the first place runner and the next five fastest times qualify for finals. When running four heats, the first place runner and the next four fastest times qualify for finals. If you have more than four heats, you must run semifinal qualifying heats. Motion Failed: 0-8

R. Track & Field. Changing number of state qualifiers in individual events for the state track meet in Class A from 16 to 24. Motion Carried: 5-3 (For: Norvell, Henrichs, Reznicek, Beyer, Bellar | Against: Maher, Garey, Unzicker)

S. Volleyball. No student shall take part in more than four volleyball matches per day in tournament competition. When a team plays in an out-of-state tournament, the Nebraska school may play five matches in one day if that is the rule of the governing body of that state. When a Nebraska team plays in an out-of-state tournament, the Nebraska team will be allowed to play a third set to 15 points and receive wild card points. Motion Carried: 8-0

T. Volleyball. NSAA member schools would be given the opportunity to host subdistricts and districts prior to other institutions or venues being considered. Motion Failed: 1-7 (For: Henrichs | Against: Norvell, Reznicek, Beyer, Bellar, Maher, Garey, Unzicker)

U. Volleyball. Classes C1, C2, D1 and D2 would move District Finals matches from Friday to Thursday. Class B Sub-State matches would be held on Saturday. Motion Carried: 8-0

V. Wrestling. No team representing a member school may participate in more than ten tournament dates and eight duals in addition to the district and state tournaments. Motion Carried: 8-0


8. Moved to hire Dan Master to fill the NSAA Assistant Director position. Motion Carried: 8-0

9. The Board discussed the formation and goals of the Classification Committee.

10. Moved to enter executive session at 2:15 p.m. to discuss staff compensation and the Executive Director's evaluation. Motion Carried: 8-0

11. The Board exited executive session at 3:50 p.m. and the meeting adjourned at 3:55 p.m.

The next Board of Directors meeting will be held in Omaha on Thursday, May 21, 2015.
 
Maybe I have too much of a fans perspective and there's more to things that I don't know. I don't understand the logic of having a setup where there's potential for a top seed to go on the road and play a true road game in the state semifinals. Try to justify it however you want....it just makes no sense at all.

Also, pretty disappointed with the vote to raise the 8 man eligibility limit. Can they not see a problem when nearly a 1/3 of D1 teams are over the current limit.

Is the NSAA slow to evolve and don't like change? I was glad to see both of these come to vote but disappointed in the outcome. I'm assuming the voters recieved input from their districts, just surprises me.

The issue of reclassification to 4 or 5 classes has been brought up previously. Can't see how they'd ever push that through with the way they currently vote on things.
