C1-D2 Subdistrict Change

I am sure this has been brought up in the past, but is there a reason why the lower classes cannot have their subs released at the start of February based on how teams have performed? I am not saying put the top 12 teams in power points in different districts and all of that. I just think there has to be a way to use regions to somehow create subdistricts based on how teams have done throughout the year instead of predetermining them like they have always done. Sub state has helped with sub districts that get absolutely loaded. But there are multiple sub districts that are very weak, and some of those teams that are weak can end up playing each other in the sub state finals, which still takes a spot a way from deserving teams. I am sure there would be some flaw in doing this version as well, but I just don't like teams being loaded up into 1 subdistrict like what seems to happen year after year is what is best to get the top teams at state. I think good teams should be rewarded with "easier" sub districts and after that you still use the sub state for district finals. Let me know your thoughts or if there are some better ideas out there!

The membership drives the playoff format. I'm guessing a majority of schools in the lower classes don't want to have to travel a ton for opening round subdistrict games.
