The schools in bold have 50% and 50% in both criteria (11 Schools). Schools not in bold are teetering the line to meet that criteria (5 Schools). What I did leave out are schools that have a huge percent of free and reduced lunch, but don't meet the diversity criteria (Majority C2 and Below).

My point is there are other, smaller school districts in the state that face the same type of situation that have fielded teams (winners or not). The highest enrollment in the state, regardless of demographics and f/r rate, should allow you to get more than enough individuals to play a basketball season.
I understand and agree to a point, the list you provided are fielding teams, winning well thats not the case in most all cases BUT the issue is what are they doing in the lower levels and just Minority rate doest do it, the main trouble is Hispanic and Latino races are not participating in Basketball as much as other ethnic groups. Lot of this is do to first generation and lack of exposure or even knowledge of the sport itself. So when faced with a high Hispanic and Latino rate and have the effect of club volleyballl and adding girls wrestling, girls basketball players have dropped almost 20% in just 6 years state wide. This issue is going to continue and maybe get worse for a bunch of school who have these other factors at play.

D 1 Predictions

I see there is a three way tie with NPSP, H-N and SRC. Say all three win their first round games, does NPSP get the higher seed due to their overall schedule?

NPSP has beat one division 1 team and one division 2 team, lost to a division 1 team
SRC has beat two division 2 teams, lost to one division 1 team
H-N has beat one division 2 team, lost to one division 1 team.
I believe you would be correct, that NPSP would be the top of the three seeds, SRC would be next, and H-N would be third.
