NSAA Board of Directors Meeting Minutes - May 20, 2022

The NSAA Board of Directors met on May 20, 2022 at the Embassy Suites in LaVista with the following members present:

The meeting was called to order at 8:00 a.m.

2. Moved to ratify the Class A and Class B Caucus Proposals. Motion Carried: 8-0

3. Moved to adopt the following Approved Ruling: "Regardless of grade placement, CSIET-listed J-1 or F-1 non-immigrant visa program participants are only eligible in the school district in which the student's host family lives." Motion Carried: 8-0

4. Moved to approve the NSAA SMAC recommendations for Wet Bulb Globe Thermometer (WBGT) guidelines for heat illness prevention. Motion Carried: 8-0

5. Moved to adopt the following Approved Ruling: "Athletic Trainers (ATs) are the standard of healthcare for interscholastic athletics. It is recommended the services of a licensed athletic trainer be accessible to all the school's student-athletes. It is also recommended a licensed athletic trainer be on campus for school-sanctioned athletic games and practices. It is recommended that all coaches be First Aid, AED and CPR certified." Motion Carried: 8-0

6. Moved to add "athletic" trainer to the current Approved Ruling regarding medical personnel at regular season contests. Motion Carried: 8-0

7. Moved to begin in 2023, the NSAA Girls and Boys State Basketball Championships will each move to a four-day (4) championship event, with all classes rotating annually. NSAA District Speech dates will be considered to minimize conflict with both the Girls and Boys Basketball Championships. Motion Carried: 8-0

8. Moved to approve the 2022-23 NSAA Calendar. Motion Carried: 8-0

9. The Board discussed the District Music financials.

10. The Board recognized Kathi Wieskamp and thanked her for her service. The Board then welcomed Kara Graham as the new NSAA District I Board Member.

11. Moved to accept the resignation of NSAA Legal Counsel Rex Schultze and thanked him for his years of service. Motion Carried: 8-0

There being no further business, the meting was adjourned at 9:11 a.m.

The next meeting of the NSAA Board of Directors will be a work session/retreat on June 8-9, 2022 in Kearney.

Other Sports Complete Listing of State Track & Field Records set in 2022

Several records were set this year during the 2022 Track & Field season:

On the boys side,

- Carson Noecker of Hartington Cedar Catholic broke his own Class C state record in the 3,200 meters several times this season. He set the old mark in 2021 going 9:24.56. This year he established a new final Class C record of 9:11.70

- The Fremont boys 4x800 relay team set a new Class A and All-Class state record with a time of 7:42.42, breaking the old Class A and All-Class record of 7:44.13 set by Lincoln North Star in 2005.

- Carter Nelson of Ainsworth tied the Class C state record in the high jump with a jump of 7' 0". He now shares that record with Josh Long of Arapahoe, who also jumped 7' 0" in 1994.

- Reece Grosserode of Lincoln Pius X set a new Class A state record in the triple jump with a leap of 49' 0.5", breaking the old Class A record of 48' 11.25" set by John Gibson of Papillion-LaVista in 1996.

Basketball Four Options on the Table for 2023 State Tournaments

Options on the Table for Boys and Girls State Basketball Tournaments

By all accounts the 2022 boys and girls Nebraska state basketball tournament was a success. Six days and both boy and girls tournaments were born out of necessity due to Pinnacle Bank Arena hosting the Big Ten Wrestling Championships.

Looking ahead to the 2023 state tournament there are a few options of which format the NSAA board will approve.

Wednesday, a survey was sent to every athletic director, head boys basketball coach and girls basketball coach in the state asking for feedback on which option they prefer.

“We have done four different things in three years based on the circumstances,” NSAA Assistant Director for basketball Jon Dolliver said. “We had a lot of positive things based off of the things we’ve done in 2021 and 2022. We feel like it is an opportunity to survey our member schools and see what their feedback would be.”

Option 1
One of the options is the traditional three-day tournaments in separate weeks for boys and girls played at the Lincoln High Schools, the Devaney Center and PBA. Classes C2, D1 and D2 would play the first two days at high schools with C1 and B playing at Devaney, while classes A and B would play at PBA in the first round. The C2, D1 and D2 semifinals would be played at Devaney on Friday and the championship games at PBA Saturday.

Option 2
Four day (Wednesday - Saturday) tournaments are another option. This would be similar to the format used in 2021 due to Devaney not being available because the University of Nebraska would not allow on-campus facilities to be used due to COVID-19.

The quarterfinal games for C2, D1 and D2 would still be played at Lincoln high schools with Devaney used for C1 and B quarterfinals and PBA for A and B on Wednesday. Thursday the semifinals for C2, D1 and D2 would be played at PBA. Friday semifinals would be played at PBA for A, B and C1 with all six championships at PBA on Saturday.

Option 3
Another four day (Wednesday - Saturday) format for both tournaments would eliminate the high schools altogether except for the C1-D2 third-place games. Wednesday's quarterfinals in C1 and two in D2 would be played at Devaney, with two other D2 quarterfinals and Class A at Pinnacle Bank Arena. Two Class C2 and all D1 quarterfinals would be on Thursday at Devaney, with two more C2 and all of Class B quarterfinals at PBA. The Friday semifinal games would be C2, D1 and D2 at Devaney. Classes A, B and C1 would have their semifinals at PBA on Friday. All six championship games would be at PBA on Saturday.

Option 4
The fourth option would be a six-day co-mingled girls and boys state tournament n the same days or what was done in 2022. This would allow teams to play a day and take the next day off throughout the tournament.

Monday the high schools would host C2 boys, D1 boys, D2 girls, Devaney would be the site for C1 girls and B boys with PBA hosting B boys and A girls. Tuesday would have the high schools hosting C2 girls, D1 girls, D2 boys, Devaney C1 boys and B girls with PBA the site for B girls and A boys. Wednesday Devaney would be the host for C2 boys, D1 boys and D2 girls. PBA would be the site for A girls, B boys and C1 girls. Thursday Devaney would host C2 girls, D1 girls and D2 boys with PBA the site for A boys, B girls and C1 boys. Friday and Saturday would be championship games for A girls, B boys, C1 girls, C2 boys, D1 girls and D2 boys on Friday at PBA with Saturday championships at PBA for A boys, B girls C1 boys, C2 Girls, D1 boys and D2 girls.

Feedback from schools is being taken until March 31 and Dolliver will present results to the NSAA Board of Directors for feedback regarding the tournament moving forward.

Forgive my ignorance, I just don't live in an area in which HS Baseball is something that is easy to follow.

Where did Waverly come from? They are basically a .500 team sitting 1 win away from a State title. Did they have some injured players that are now healthy, or have they simply gotten on a hot streak and got some momentum.

Their schedule doesn't look as if it was loaded with extremely tough Class A schools, but I don't know.

Neat to see either way.

Track District Assignments, Schedule & State Qualifying Criteria

It is district track week. Below are the district assignments and qualifying criteria for the state meets. Classes A and B will run districts on Tuesday, May 10; Classes C and D will be on Thursday, May 12.

All district host sites shall use Fully Automatic Timing (FAT) systems for district competition.

State Qualifying Criteria

Individual Running Events

The winners of the first FOUR (4) places in each individual running event will qualify for the state meet, plus the next EIGHT (8) fastest times of the non-qualifiers, regardless of place in a finals event. There shall be a maximum of 24 qualifiers. If there is a tie for the final qualifying spot, none of those tied shall qualify. Regardless of place would mean in the individual running events with preliminaries and finals, the next 8 fastest times of the non-qualifiers would come from "finals" competition only. This means in the events with preliminaries and finals, 5th-8th place could qualify for the state track meet if their district finals time was one of the next 8 fastest times of the non-qualifiers from all districts submitted. In the individual running events that are run as "finals only," 5th-12th place could qualify for the state track meet if their district finals time was one of the next 8 fastest times of the non-qualifiers from all districts submitted.

Relay Events
The winners of the first THREE (3) places in each relay event will qualify for the state meet, plus the next FOUR (4) fastest times of the non-qualifiers, regardless of place in a finals event, with a maximum of 16 relay teams qualifying. If there is a tie for the last qualifying spot, none of those tied shall qualify. Regardless of place would mean that in RELAY events at district meets, any relay team who finished 4th-7th place in their district meet could qualify for the state track meet if their time was one of the four fastest times of non-qualifiers from all districts submitted. It would not matter what place in their respective district they finished, but that the time was one of the four fastest of the non-qualifiers.

Field Events (Long Jump, Triple Jump, Shot Put, Discus)
The first FOUR (4) places in each event shall qualify for the state meet, plus the next EIGHT (8) best performances of the non-qualifiers across all districts. In the case of a tie for the last qualifying spot, all of those tied shall qualify.

Field Events (Pole Vault, High Jump)
The first FOUR (4) places in each event shall qualify for the state meet, plus all who equal or exceed the additional qualifier mark at the 2022 NSAA Class A District Track Meet. The additional qualifier mark is determined by using the average height of the 8th place finish at the State Meet for the past three years. Athletes placing first, second, third or fourth must have cleared 9' 6" or higher to qualify in the boys pole vault and 6' 6" or higher in the girls pole vault.

In the event the FAT timing system would fail in any district in any running event, any individual running event would qualify the top six places and any relay event would qualify the top four places. This would pertain only to those events where the FAT failed. In the event of a tie for the last qualifying spot, none of those tied shall qualify in that event.

TIES
Individuals tied for the district's last state qualifying spot in races of 200 meters or less must compete for that qualifying spot in a run-off. Only the winner of the run-off will qualify for the state meet. In all other individual events those individuals tied in the district meet or in time comparisons for the state meet will not qualify unless the tied individuals ran in the same race, and one was picked ahead of the other.

In the field events, those tied for the last qualifying spot shall qualify if places cannot be determined by using tie-breaker rule for field events.

Relay teams tied for the fastest time will not qualify for the state meet. Ties in time comparison for the relay qualifiers will be broken by giving preference to the team(s) with the highest place in head-to-head competition. If the tie for qualifying still exists, those tied teams shall not qualify.

How will the teaching shortage effect rural schools?

Looking at the Nebraska Dept of Education website, there are so many openings all throughout the state at all levels of K-12. It seems like there are not nearly as many kids majoring in education as the past. Here are some schools with quite a few openings...

Gordon-Rushville has 9 openings
Perkins County has 7 openings (a bunch of 1/2 time teacher 1/2 combo)
Lexington has 16 openings
Dundy County has 6 openings
Hyannis has 3 openings (that is a lot of Hyannis in the are they are located)
Shickley has 3 openings


What is also crazy is Hartington, Wausa, and Laurel-Concord-Coleridge all have Business Teacher openings. Those schools are all within 30 miles of each other.

What is going to be the realistic scenario to fill these gaps? Consolidations? Staff sharing? Making current teachers take on more?

Other Sports State Track Records set Tuesday at District Meets

The Grand Island Northwest girls 4x100 relay team of Kyra Ray, Avyn Urbanski, Grace Baasch and Samantha Roby ran a 48.59, which sets a new Class B state record.

The old record was 48.75 and was set by Blair last year at the state meet (2021).

Malachi Coleman of Lincoln East appears to have tied the Class A and All-Class state record in the 200 meters with a time of 21.31.

Kenzo Cotton of Papillion-LaVista also ran a 21.31 in 2012.

Lincoln High's Dajaz DeFrand ran the 100 meters yesterday in 11.60. I haven't seen any information yet if it was wind-aided or not. If the wind was within limits, it would be a new Class A and All-Class state record.

The current record is 11.69 set by Chloe Akin-Otiko of Bellevue West in 2015

Osmond-Randolph Co-op Update

Per the Osmond Community Schools Facebook Page:
"The Board of Education from both the Osmond and Randolph Public Schools met for their April board meetings on the evening of April 11. Both boards voted on a co-op involving junior high: football, girls basketball, and boys basketball as well as varsity girls and boys basketball for two years. The Osmond board of education and the Randolph board of education both approved the co-op."

"The administration of both schools will now begin the process of assigning activity sponsors to these activities while the athletic directors of both schools will begin building practice and game schedules. The student councils of both schools will meet in the near future to discuss options for mascot and uniform colors which will be voted on by both student bodies."
