If the state would've set 8 districts in D-1, here is how it might have looked:
District 1: Guardian Angels, East Butler, Scribner-Snyder, Lourdes CC, Cedar Bluffs, Omaha Christian, Mead
District 2: Howells-Dodge, Humphrey/Lindsay HF, Clarkson/Leigh, Wakefield, Pender, Winnebago, Omaha Nation
District 3: Creighton, Hartington-Newcastle, Bloomfield, North Central, Niabrara/Verdigre, Plainview, Boyd Co
District 4: Fullerton, Neb Christian, Neligh-Oakdale, Elgin/Pope John, High Plains,Cross Co, Clearwater
District 5: Friend, BDS, Diller/Odell, Pawnee City, Neb Lutheran, McCool Junction
District 6: Heartland, Blue Hill, Shelton, Axtell, Harvard, Franklin
District 7: Burwell, Elm Creek, Amherst, Ansley/Litchfield, Arapahoe, Twin Loup, Central Valley
District 8: Hemingford, Perkins Co, Southerland, Dundy Co-Stratton, South Loup, Morrill, Creek Valley

This would have made for some better match-ups for district champ. Still doesn't fix the easy/hard districts though.
If there were only 16 teams in playoffs, and power points were as they were at end of this season, then districts 1, 2, & 8 would only qualify the district champ. Districts 4 & 6 would qualify district champ and runner up. Districts 3, 5, & 7 would qualify district champ, runner up and third place.

The 16 teams making the playoffs are almost the same as the ones left in after first round. Only difference is Hartington-Newcastle would qualify and they were upset by Clarkson/Leigh.

The matchups would be:
1. Friend (9-0) vs 16. Neligh-Oakdale (6-3) 9. BDS (8-1) vs 8. Burwell (8-1)
5. Howells-Dodge (6-3) vs.12. Blue Hill (6-3) 13. Amherst (8-1) vs 4. Heartland (9-0)
3. Fullerton (9-0) vs 14. Diller/Odell (7-2) 11. Hartington-Newcastle (6-3) vs 6. Hemingford (9-0)
7. Guardian Angels (9-0) vs 10. Elm Creek (8-1) 15. Bloomfield (7-2) vs 2. Creighton (9-0)

Seeds 1-8 are the district champs ranked by power points. Seeds 9-16 are the wildcards ranked by power points.
District Champs deserve to host first round. Not their fault other teams in their district are not very good. The ones in tougher districts didn't win their district so if they are the second best in state go and prove it.
