The NSAA Board of Directors met on October 5, 2023 at the NSAA Office in Lincoln with the following members present:

District I - Kara Graham, Lincoln Southeast​
District I - Dr. Dana Wiseman, Sutton​
District II - Dr. Nick Wemhoff, Fort Calhoun​
District II - Thomas Lee, Omaha Westview​
District III - Dr. Jon Cerny, Bancroft-Rosalie​
District IV- Darren Tobey, Broken Bow​
District V - Robert Drews, Arapahoe​
District VI - Dr. Troy Unzicker, Alliance​
Also in attendance: Bobby Truhe, NSAA Legal Counsel; Corey Uldrich, Principal, Hartington-Newcastle; Tom Kerkman, Athletic Director, Omaha Westside

The meeting was called to order at 8:37 a.m.

1. It was moved to approve the Consent Agenda. Items on the Consent Agenda included:

- Approval of the Agenda as presented​
- Approval of the Minutes of the September 14, 2023 Board of Directors meeting​
- Approval of the Minutes of the September 27, 2023 Classification Committee meeting​
- Approval of the Financial Statements​
- Approval of the following new cooperative sponsorships for the 2023-24 and 2024-25 school years:​
- Lyons-Decatur Northeast and Oakland-Craig for Girls Wrestling​
- Central Valley and Riverside for Girls Wrestling​
- Approval of the following cooperative sponsorship renewals for the 2023-24 and 2024-25 school years:​
- Blue Hill and Red Cloud for Wrestling​
- Omaha Gross and Cornerstone Christian for Boys Soccer and Girls Soccer​
- Approval of the following cooperative sponsorship renewals for the 2024-25 and 2025-26 school years:​
- Emerson-Hubbard and Allen for Football, Volleyball, Wrestling, Boys Basketball, Girls Basketball, Boys Track, Girls Track and Boys Golf​
- Approval of the dissolution of the following cooperative sponsorships for the 2023-24 school year:​
- Omaha Westview and Omaha Burke for Girls Wrestling​
- Nebraska City, Nebraska City Lourdes and Johnson-Brock for Girls Wrestling (removing Nebraska City Lourdes only)​

Motion Carried: 8-0

2. Moved to approve Omaha Westside's request for a waiver of Approved Ruling 3.11.1-3.11.13 for the 2024-25 season, allowing their divers to practice in the same facility, at the same time, as the divers from Omaha Burke. Motion Carried: 8-0

3. Moved to approve the 2023-24 Bowling Manual, 2023-24 Wrestling Manual, 2023-24 Swimming & Diving Manual and 2023-24 Basketball Manual. Motion Carried: 8-0

4. Moved to permit Malcolm to opt-up in Play Production for the 2023-24 school year. Motion Carried: 8-0

5. Moved to permit Creighton to opt-up in Play Production for the 2023-24 school year. Motion Carried: 8-0

6. Moved to permit Waverly to opt-up in Play Production for the 2023-24 school year. Motion Carried: 8-0

7. Moved to permit Plainview to opt-up in Play Production for the 2023-24 school year. Motion Carried: 8-0

8. Moved to grant a request from Ogallala for Adjusted Dates of the December 2023 Moratorium for their Boys Basketball Team. Motion Carried: 8-0

9. Moved to adopt a Capitalization Policy of $2,500 on Each Item Individually. Motion Carried: 8-0

10. Moved to enter into Executive Session at 10:20 a.m. to discuss comparable sport participation, the possible amendment of the Interim Executive Director Contract, to receive legal advice, and to protect attorney-client privilege, all of which are necessary to protect the public interest. Motion Carried: 8-0

11. Moved to exit Executive Session at 11:54 a.m. Motion Carried: 8-0

12. Moved to amend the Cross-Gender Participation Policy as follows: "Cross-Gender Participation: Girls may participate on boys' teams when there is no girls sport or team offered in that sport by the member school. Boys are not allowed to play girls sports or on girls teams even when there is no corresponding boys sport." In addition, baseball and softball are not the same sport, meaning girls can participate in baseball if there is no girls' baseball team and also participate in softball. Motion Carried: 8-0

13. Moved to begin the search for a permanent Executive Director in March 2024. Motion Failed: 3-5 (For: Cerny, Drews, Unzicker | Against: Graham, Wiseman, Wemhoff, Lee, Tobey)

14. Moved to extend the Interim Executive Director's contract to June 30, 2025. Motion Carried: 6-2 (For: Graham, Wiseman, Wemhoff, Lee, Tobey, Unzicker | Against: Cerney, Drews)

There being no further business, the meeting was adjourned at 12:05 p.m.

The next meeting of the NSAA Board of Directors will be November 1, 2023 at the NSAA Office in Lincoln.
 
Any idea why they don’t just take the interim tag off of the executive director?
