The NSAA Board of Directors met on October 6, 2022 at the NSAA Office in Lincoln with the following members present:

District I - Kara Graham, Lincoln Southeast​
District I - Dana Wiseman, Sutton​
District II - Dr. Bob Reznicek, Boys Town​
District II - Thomas Lee, Omaha Westview​
District III - Dr. Jon Cerny, Bancroft-Rosalie​

Also in attendance: Darin Boysen, Nebraska Coaches Association; Kim Snyder, Nebraska Department of Education liaison; Bobby Truhe, NSAA Legal Counsel; Nick Wemhoff, Fort Calhoun - Principal/District II Board of Director Alternate

The meeting was called to order at 8:30 a.m.

1. Moved to approve the Consent Agenda. Items on the Consent Agenda included:

- approval of the meeting Agenda as presented​
- approval of the Minutes of the September 15th Board of Directors meeting​
- approval of the Minutes of the September 21st NSAA Classification Committee meeting​
- approval of the Financial Statements​
Motion Carried: 8-0

2. Moved to adopt the new NSAA Student/Parent Consent Form effective immediately and Approved Ruling 2.1.3 and 2.1.3.1. The previous NSAA Student/Parent Consent Form will be accepted until the end of the 2022-23 school year. Motion Carried: 8-0

3. Moved to approve the Sub-District, District and State admission passes for Football, Volleyball, Boys and Girls Basketball for cheerleaders, dance and pep bands beginning with the 2022-23 school year. Motion Carried: 8-0

4. Moved to approve the 2022-23 Activity Manuals for Bowling, Wrestling, Swimming & Diving and Basketball. Motion Carried: 8-0

5. Moved to approve the following language to Name, Image or Likeness Approved Ruling 3.7.1c (1) Students may engage in NIL activities that are explicitly permitted by Nebraska law governing NIL activities....." Motion Carried: 8-0

6. Moved to allow the NSAA to collect NSIAAA membership dues annually. Motion Carried: 8-0

7. Moved to allow Cody-Kilgore to opt-up in Play Production and Speech for the 2022-23 school year. Motion Carried: 8-0

8. Moved to allow Bancroft-Rosalie to opt-up in Play Production for the 2022-23 school year. Motion Carried: 8-0

9. Moved to allow McCook to opt-up in Boys Basketball for the 2022-23 school year. Motion Carried: 8-0

10. The Board entered closed session at 10:02 a.m. for a review of the NSAA Executive Director decision regarding an official.

11. The Board exited closed session at 10:20 a.m.

12. The Board discussed the Class Caucus proposals submitted by the membership.

13. Krystal Siebrandt and Tony Jerina, HBE Certified Public Accountants and Consultants, presented the annual aduit report to the Board.

14. Snyder led the Board in a discussion about the book "8 Ways to Support Diversity, Equity and Inclusion for All."

15. The Board discussed the Legislative proposals submitted by the membership.

16. It was moved to hire Nebraska Rural Community Schools Association (NRCSA) to conduct the NSAA Executive Director search. Motion Carried: 8-0

17. Moved to enter into executive session at 12:50 p.m. to protect the interest of the public, and to prevent the needless injury to the reputation of an individual(s). Motion Carried: 8-0

18. Moved to exit executive session at 1:23 p.m. Motion Carried: 8-0

19. Moved to uphold the NSAA Executive Director's determination with the modification to permanently ban the official from officiating NSAA activities. Motion Carried: 8-0

20. Moved to enter into executive session at 1:24 p.m. to discuss staffing, to protect the interest of the public and to prevent the needless injury to the reputation of an individual(s). Motion Carried: 8-0

21. Moved to exit executive session at 2:13 p.m. Motion Carried: 5-0 (Absent: Cerny, Ruhl, Unzicker)

22. Moved to approve the following NSAA Executive Director search timeline: applications will be accepted until November 14th and interviews will be conducted the week of November 28th with Board approval at their December 7th meeting. Motion Carried: 5-0 (Absent: Cerny, Ruhl, Unzicker)

There being no further business, the meeting was adjourned at 2:23 p.m.

The next meeting of the Board of Directors will be November 3, 2022 at the NSAA Office.
 
The NSAA Classification Committee met on Wednesday, September 28, 2022 via Zoom. The meeting was called to order at 8:30 a.m. by Dr. Jon Cerny, NSAA District III Board of Director, who chaired the meeting.

Committee members present were:

Absent: Jason Alexander, Beatrice and Dr. JJ Toczek, Lincoln Public Schools

Ex-officio members included NSAA Staff, Jay Bellar and Jennifer Schwartz

Committee members reviewed adjusting the 11-man football boy enrollment classification cut-offs. Specifically, moving Class A to 500 and above, Class B to 499-200, and then dividing Class C1 and C2 evenly. The committee determined that it would submit this proposal in all six legislative districts for membership consideration.

Additionally, the committee decided to submit a proposal to adjust the total enrollment number for Class A from 850 to 1,000 in the following activities: Cross Country, Softball, Volleyball, Girls Golf, Boys Golf, Girls Tennis, Boys Tennis, Unified Bowling, Bowling, Wrestling, Girls Basketball, Boys Basketball, Baseball, Girls Soccer, Boys Soccer, Girls Track & Field and Boys Track & Field

The committee discussed monitoring the number of schools participating in Girls Wrestling.

Bellar informed the committee that due to the increased number of participating schools, the NSAA Board of Directors added a classification to Bowling. Beginning with the 2022-23 school year, Bowling will consist of two classes.

With no further business, the committee adjourned at 9:05 a.m.

The next meeting will be held mid-March 2023

Big fan of this move if it passes. This would put Class A at 28 teams, (I'd love for 24 someday). Would move teams like South Sioux, North Platte and Columbus down from Class A to Class B. This would be a big win for North Platte especially.
