Volleyball 2025 NFHS Volleyball Rules Changes

It’s more like the double contact by the setter has been eliminated. No more judgement call on those type of hits. College did this 2 years ago.
This was called very inconsistently the last few years when I watched.

Some officials almost didn't call it at all while others called it a lot. Plenty of VB mother's hollering out "double touch!" when it was not called on the other team after it was already called against their team.

Definitely a big deal rule change.

Football 2026-2027 Football Declarations (Updated 6/27)

I've heard Oakland-Craig may declare 8-man next cycle.
Edit: I posted enrollment numbers from this past winter. There will be new numbers pulled this fall for the next cycle. These numbers could change a little or a lot (maybe Bridgeport?)


Same here. I have heard rumors that OC is mulling over forfeiting this upcoming season and play a JV schedule due to potential roster rise in the mid teens. Then they’d drop to 8man next cycle.

Here is a look at the enrollment numbers that will be used for classification. I listed what class they have been playing this cycle. The new 8man number will drastically change the look of C2. But as you can see by the old cut line number 47, it looks like it was necessary. If I had to pick with my gut, I’d say all of those who can probably will drop. That means Hershey, Ponca, Valentine, Siperior, Gordon-Rushville, Amherst, Oakland-Craig, Cross County, Aquinas, and Hastings St. Cecicilia all drop. Not sure what some teams like Bridgeport (79), Freeman (64), Summerland (61) and Pender (57) will do. Looks like their exemption is gone and will still be over the new number.

I'd be pretty shocked if they went down to 8 man unless their numbers get really low or if Cattau steps aside years from now.

In my opinion Bergan, Cedar, Norfolk Catholic will stay 11 man. I don't think Aquinas will go 8 man with Mimick in charge.

Hastings St. Cecilia I could see it happening.

Cross County will be interesting. Not sure what their enrollment looks like 5-8 but they just went back to 11 man, would they drop back to 8 again? Seems like they are steadily growing and their location has them in a good spot being in the middle of Osceola, High Plains, and only 15 miles from York.
Cedar already declared 11 man.

3-2-1 NOTE (NEW): Beginning with the 2026-2027 school year, state associations may adopt the use of a non-smooth or textured volleyball.

Rationale: Allows either boys or girls to adopt a textured volleyball with no restrictions on color or shape of panels to be inclusive of all current textured volleyballs on the market.

4-2-1h(3), 4-2-1i(2): Team members may wear black, white or gray undergarments in addition to undergarments that match the predominant color of the uniform top/bottom under the uniform top and/or bottom. All team members, other than the libero, wearing an undergarment must wear the same color.

Rationale: Aligns with other NFHS rules codes allowing athletes to wear more commonly found colors of undergarments.

4-2-4d, f: Beginning July 1, 2029, the number on the front of the uniform must be centered on the upper half of the uniform top eliminating the measurement requirements from the shoulder seam and neckline.

Rationale: Removes officials from the position of measuring uniforms to verify the legal distance of the number from the shoulder or neckline, creates consistency in number placement, and allows for number placement variances due to player body types.

5-3-2b, 5-5-3b(9): Eliminates the requirements for the second referee to carry and use a lineup card to check the starting lineups.

Rationale: Allows veteran officials to use each coach's submitted lineup sheet to check the starting lineup while allowing the use of the lineup card as a training tool for newer officials to assist with tracking rotations during the match.

9-4-8c (NEW): Eliminates the judgment call of a multiple contact fault in a single attempt to play the ball on the second team hit if the ball is next contacted by a teammate.

Rationale: Allows for play to continue when multiple contacts on the second contact does not create an advantage for the offending team.

10-4 PENALTIES 1: Changes the penalty administration for an illegal libero replacement to an unnecessary delay if identified before contact of serve and an illegal alignment if identified after contact for serve.

Rationale: Aligns the penalty for an illegal libero replacement with the definition of illegal alignment which occurs on contact of serve.

Softball 2025 NFHS Softball Rules Changes


Rule changes for the 2025 high school softball season

1-8-6 EXCEPTION & PENALTY: A high school softball coach is now able to use electronic devices in the dugout for one-way communication to the catcher while the team is on defense. The penalty from Rule 3-6-11 was added to Rule 1-8-6 as well, with violators subject to ejection unless the offense is ruled to be of a minor nature.

Rationale: The committee has made these changes to support the use of emerging technology within the sport of softball. Being a permissive rule, the use of this one-way electronic communication will allow those who choose to embrace the technology an additional option to communicate with the catcher while on defense.

3-6-11: This rule change specifies that coaches are prohibited from using the device to communicate with any other team member while on defense or any team member while on offense and the coach cannot use the device outside the dugout/bench area.

Rationale: Clarifies that a coach may use an electronic device for one-way communication to the catcher while the team is on defense

9-3-2b: When a baserunner who is declared out for being hit by a fair batted ball, the batter-runner is credited with a fielder's choice in the scorebook.

Rationale: This change corrects an error in the rules book that awarded a base hit in this instance.

Committee Clarifies and Restricts Attachments on Tooth and Mouth Protectors Effective With the 2026 Season

Items that are attached to the tooth and mouth protector that do not serve a purpose or function in protecting the teeth or mouth will not be allowed. Items that are a part of the tooth and mouth protector that are a health or risk issue to the player can pose a danger to themselves or other players, will not be allowed.

Arm Sleeve Specifications Developed to Guide Manufacturers, Players and Coaches Effective With 2027 Season
The Sports and Fitness Industry Association (SFIA), in working with the football arm sleeve manufacturers and the NFHS, has developed new football arm sleeve performance specifications to be effective with the 2027 playing season. These new specifications closely align with the current rules for football gloves.

The new language, effective with the 2027 season, states that "arm sleeves, whether attached to a shirt or unattached, manufactured to enhance contact with the football or opponent, must meet the SFIA specification at the time of manufacture. Arm sleeves must have a permanent, exact replica of the SFIA arm sleeve seal (meets SFIA specification), that must be visible and appear legibly on the exterior of the arm sleeve."

Electronic Equipment Approved to Permit Non-Audio and Still Images to Assist with Relaying Plays from the Sideline to Players
This change allows for the use of some additional equipment, but continues to preclude in-helmet communication. This would allow for fixed electronic signs with play signals as well as non-audio methods but still would not permit the players between the numbers to watch video.

No player participating in the game will be allowed to wear any type of audio or video device in order to record or transmit audio or video.

Forward Fumbles Out of Bounds to be Returned to the Spot of the Fumble
A situation potentially giving an unfair advantage to a fumbling team was revised. When a forward fumble goes out of bounds or is ruled out of bounds between the goal lines, the ball shall be returned to the spot of the fumble.

Previously, the out-of-bounds spot was the yard line where the foremost point of the football crossed the sideline.

Rules for 6-Player Football Revised to Permit the Advancement of a Fumbled Snap
The committee clarified that as long as there is a change of possession from the snap receiver to another player on offense, the ball can be advanced beyond the line of scrimmage.

Football 2026-2027 Football Declarations (Updated 6/27)

Declarations are underway for the 2026-2027 two-year cycle.

Schools have until November 1, 2025 to submit application for a cooperative sponsorship for that cycle. The deadline to declare for 11-man, 8-man or 6-man (or to opt-up or opt-down in class) is November 30, 2025.

- Schools with a BOY three-grade enrollment (9th-11th grades) in excess of 55 as submitted in the fall of 2025 are not eligible for the 8-man football playoffs in 2026 and 2027, unless they are eligible for the one-classification waiver. A school that is ineligible for the playoffs in the 2026 & 2027 cycle can become eligible in the second season (2027) if their BOY enrollment figure is 55 or lower as submitted in the fall of 2026.

- Schools with a BOY three-grade enrollment (9th-11th grades) in excess of 27 as submitted in the fall of 2025 are not eligible for the 6-man football playoffs in 2026 and 2027, unless they are eligible for the one-classification waiver. A school that is ineligible for the playoffs in the 2026 & 2027 cycle can become eligible in the second season (2027) if their BOY enrollment figure is 27 or lower as submitted in the fall of 2026.

- A school that Opts down in classification and is thus ineligible for the playoffs in the 2026 & 2027 cycle can become eligible in the second season (2027) if their BOY enrollment figure as submitted in the fall of 2026 falls within the appropriate classification enrollment range.

- Classifications and District Assignments will be released in December 2025 for the 2026 and 2027 seasons. Schools will then be asked to submit a priority list of non-district schools they would like to have on their 2026 and 2027 schedules.

- In January or February 2026 NSAA Staff will establish the schedules for the 2026 and 2027 seasons in Classes A, B, C1, C2, D1, D2, D3 and D6. Schedules along with home and away designations for the 2026 and 2027 seasons will be released to member schools on February 11, 2026.
